The major duties of this position are:

  • Responds to stakeholder inquiries about matters related to the Board's regulatory jurisdiction with a focus on the freight railroad industry.
  • Assists shippers and other stakeholders in resolving disputes with railroads on service, commercial and operational issues.
  • Monitors specific situations, conditions or areas of concern affecting the rail transportation industry and the impact of new and mended regulations, legislative or carrier practices.
  • Participates in trade association and transportation industry group meetings or conferences, focusing on the freight rail industry.

Background Suitability Investigation: Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a Federal suitability or security clearance. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade, GS-13.

Qualifications

To qualify for this position, applicants must meet the specialized experience* as described below:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to Transportation Industry Analysis, and is equivalent to the work performed at the next lower grade level.

To be qualified for this position at the GS-14 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-13 level of Federal service such as: experience related to commercial, operational and/or service design aspects of freight rail transportation. Relevant tasks include negotiating rates and service terms for rail transportation contracts; reviewing and analyzing common carrier tariffs, including pricing and service terms; aligning railroad equipment and personnel resources with shipper volume and service requirements; reviewing rail infrastructure requirements for purposes of service design and plan execution; monitoring volume trends across multiple commodity groups and/or shipping lanes; and/or, facilitating interchange relationships between railroads.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, and your duty station is the Washington DC region, you may be expected to temporarily telework. Once employees are permitted to return to the office, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the STB's telework policy. If selected for this position and your location is outside the Washington, DC region, you would be a remote STB employee according to agency remote work policy.
