Duties

Help
  • Serves as senior staff manager for program management for a major military vehicle or weapon system technology development program under PEO, Project, or Product Management.
  • Develops plans and objectives for assigned systems/programs.
  • Identifies areas needing emphasis and exercises leadership to ensure programmed system and subsystem time, cost and performance schedules are accurately established and met.
  • Identifies existing or potential problem areas and recommends or directs necessary corrective action of preventive measures.
  • Makes formal and informal presentations outlining the history, current status, and objectives of functional responsibilities.
  • Develops and manages the preparation of system reports such as the selected acquisition report, unit cost report, and acquisition information system/Defense acquisition executive summary.
  • Plans and directs the work of supporting personnel.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field "Business - Financial Management" within 24 months for entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Required: To qualify based on your experience, your resume must describe at least one year of specialized experience at the NH-02 (GS-11 equivalent) level in the Federal service that includes:1) Evaluating cost/schedule/resources management and program reporting for one or more major vehicle systems, major category of vehicle technology, or, in the largest programs, for one or more funding categories; 2) Providing program information input to assure adequate support to the program is provided and maintained; 3) Utilizing technical knowledge of automated systems (enterprise systems such as GFEBS) to analyze and/or develop alternative solutions for budget issues (i.e. execution and/or budgeting/planning/programming); and 4) Communicating project/program status to identify areas needing emphasis and to ensure costs and schedules are accurately planned and executed.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or (GS-11) equivalent.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level 3 in the Acquisition Career Field K- Business - Financial Management, within 24 months of entrance on duty.

This position requires Financial Management Certification level 2.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
