Summary
This position is located in the Office of Inspector General, AmeriCorps (AmeriCorps OIG), an independent office that oversees AmeriCorps' national service programs and operations. The Chief Administrative Officer (CAO) is a key member of the Inspector General's leadership team who leads the mission support activities of the OIG (except for Information Technology) and is responsible for the management of the OIG's expenditures and budget development and execution.
Responsibilities
Leads the OIG's Administrative Support Section, manages the office's administrative operations, and provides high-level administrative support to and collaborates with supervisors, managers, and other employees. Responsible for financial operations, including accounting, budget formulation and execution; liaison with AmeriCorps and its shared services provider for procurement, travel, accounting, personnel/human resources; contract administration, property management, and overall office management. The incumbent will supervise a small team of professionals. As a member of the IG's leadership team, the CAO has the following direct and primary responsibilities and duties:
Manage OIG's budget, financials, and travel
Manages the financial affairs of the OIG (including budgeting, accounting, and managerial-financial reporting), certifies OIG appropriated funds (including annual and special purpose multi-year funds), and ensuring the accuracy of all financial transactions. Coordinates budgetary actions, quarterly apportionments, continuing resolution allocations, incremental funding, and reprogramming of funds, consistent with the Office of Management and Budget (OMB) guidance and OMB Circular A-11; liaises with OMB; develops the OIG's annual Spend Plan and Acquisition Plan and monitors performance against them; generates cost estimates for budget submissions and the annual Congressional Budget Justification (CBJ); oversees acquisitions and purchase orders, purchase card reconciliations, travel and training expenditures, interagency agreements, and payments through associated systems. Establishes internal controls to assist in monitoring and evaluating financial performance. Responsible for financial analysis, forecasting and modeling to interpret quantitative and qualitative data.
Oversee administrative services and improve efficiency
Manages the OIG's administrative support program. Improves the efficiency of OIG operations and use of resources, including records management, procurement; coordinates human resources and personnel actions, and serves as liaison on AmeriCorps' Office of Human Capital; advises and assists in the negotiation of contracts, interagency agreements, and other cooperative work with government agencies; resolves complex financial and administrative issues, as needed. Advises the Inspector General and senior managers, and identifies current and future financial, personnel, and material needs of the office.
Additional Duties
Supervises clerical and administrative personnel, and sets goals and deadlines for the Administrative Support Section; works with Chief Technology Officer on records management; liaises with AmeriCorps, landlord and, as needed, Federal Protective Services, to ensure that office facility remains safe, secure, and well maintained; plans, coordinates, and directs a broad range of services that allow the OIG to operate efficiently; and other duties as assigned.
A 2-year probationary period is required for new Federal employees and supervisors.

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least one year of specialized experience comparable in scope and responsibility to the lower-range of the NY-03 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience includes performing 1-3 years of administrative support functions such as budget, procurement, facilities management, travel, and varying communications in order to direct and manage both human resources and administrative services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
