As a/an BUDGET ANALYST, you will:

-The incumbent provides expert leadership and oversight of major program elements encompassing VAOIG's annual budget and planning requirements. Serves as a senior Analyst with overall responsibilities for the total spectrum of programming and budgeting functions for all OIG appropriations and funds. Performs all phases of planning, analysis, formulation, justification, presentation, execution, and review of VAOIG's annual budget program. Reviews, analyzes, and interprets legislation, appropriation language, OMB, and Treasury directives. Manages financial operations of programs based upon changing priorities and objectives of the VAOIG or Congress. Mitigates emergent or changing financial requirements, which may lack stable or predictive data elements.

-Using the end-products of budgeting, accounting, and managerial-financial reporting, compares actual performance with planned objectives; interprets interrelated program plans, budget proposals, costs of operations, and program accomplishments; and accepts responsibility for the financial soundness of the agency, not only in terms of current year financial operations, but in terms of the financial planning for future operations.

-Serves as the technical authority on matters of budgetary policy, law, and regulation. Analyzes the budget implications of new or revised VAOIG programs, proposed or enacted legislation, regulatory changes, or new VAOIG, OMB or Congressional directives. Provides budget justifications and expert advice on the use of appropriated funds to senior managers.

-Reviews budget requests to assure compliance with administrative guidance provided by VAOIG, the Administration, or the Congress. Analyzes estimates to identify imbalances among program areas, determine adequacy of costing procedures, or reconcile estimates with current levels of expenditures and anticipated changes in program or staffing levels. Develops, formulates, and evaluates the current and long-range programs, plans, studies, and actions of VAOIG. Plans and predicts future requirements related to assigned appropriation programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes:

- Performing, leading, administering or overseeing a budget (formulation and/or execution) or financial management program in support of an organization's strategic goals, mission, plans, and operations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
