As a Education Program Specialist, GS-1720-14, you will be responsible for:
•    Serving as a team leader to direct the operations and workflow of assigned programs, coach and motivate team  members,  organize,  and  prioritize  team  initiatives,  identify  and  resolve potential  problems  and promote  team  cohesiveness.     
•    Providing consultant services to senior leadership, state and local agencies, institutions and organizations. Provides authoritative technical assistance in developing, planning, and evaluating programs. Develops program regulations, guidelines and other criteria that serve to promote program responsiveness and effectiveness.
•    Analyzing developments and keeps abreast of trends related to the program to which assigned. Incorporates and adapts such developments into program plans and initiatives that offer promising solutions to long-standing or controversial program issues and problems.
•    Initiating partnerships among key professional organizations, institutions of Elementary and Secondary Education and research and policy groups.
•    Initiating, planning, and conducting regional or national meetings, workshops and seminars Represents the Department at a variety meeting and conferences and maintains effective relationships with professional groups and other organizations.

Condition of Employment:

Qualifications


Specialized Experience for the GS-14:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of  three (3) of the following duties or work assignments:
1.    Experience interpreting grant programs and their function, and be able to identify areas where there may be issues and challenges with respect to discretionary and formula grant programs and be able to identify the sources necessary to mediate the challenge
2.    Experience in monitoring grantees, including reviewing grantee submitted documentation, and writing monitoring reports and in providing technical assistance in the administration and management of funded projects
3.    Experience in writing reports and making recommendations to senior program staff.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of education theories, principles and practices and the roles of the federal, state, and local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems.
2.    Knowledge of Federal and agency programs, including applicable laws, regulations, and policies relating to the specific organization's programs missions and operations.
3.    Skilled in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems.
4.    Ability to communicate effectively (orally and in writing) to demonstrate analysis of complex issues and make recommendations to management.
5.    Ability to anticipate issues, conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.

Education

Basic Requirement:

Applicant must meet BOTH Basic Requirement and Specialized experience requirement in order to qualify for this position.

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses

or

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Substitution for specialized experience:

Education cannot be substituted for experience for this position and grade level.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Telework: During the current period of mandatory telework required by the Agency’s COVID-19 response, telework will be mandatory.  When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations.  Telework days and any required waiting period for eligibility will be determined at that time.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement (if applicable). Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), the responses you provide on the application questionnaire, and the result of the Monster Competency Based Assessment(s) (if applicable) required for this position. Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.
