Duties:
As a Management Analyst within the Integrated Information and Dissemination Division(IIDD),
Water Mission (WMA) Area, US Geological Survey (USGS), some of your specific duties will include:

  • Supports the budget and financial management of the Integrated Information Dissemination Division (IIDD) of the Water Mission Area. Duties involve a range of administrative actions, such as budget planning, expenditure analysis, voucher adjustments, changes in allocation, report queries, and interpretation and analysis of financial reports.
  • Supports management reviews of projects and functions. Assists project leaders and product owners in the financial management of division projects and functions. Coordinates with the WMA Budget Office.
  • Uses management tools, like BASIS+, MS Office and SharePoint, to communicate insights and recommendations verbally and in writing. Extracts information using queries and summarizes data in reports by providing analytical insights and forecasts. Recommends and implements adjustments to information in administrative management systems.
  • Implements organizational policies related to management activities for annual Workplan Guidance, human-resources and workforce planning; financial transactions, budget planning and implementation, property accountability, travel and purchase card usage.
  • Work collaboratively with IIDD management team, WMA project managers and administrative staff within IIDD and across the WMA. Provide non-supervisory guidance and advice to an IIDD Financial Specialist.

  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Qualifications

Applicants must meet A or B below to satisfy the minimum qualification requirement for a Management Analyst:

  1. One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-9 level work: 1) Participating in the planning, expenditure analysis, account adjustments, report queries, interpretation and analysis of financial data to manage project budgets; 2) preparing reports by using enterprise financial management systems and spreadsheets to advise managers on the allocation of financial resources; 3) applying organizational policies and procedures to input or adjust financial transaction information in enterprise systems. Work was planned and carried out independently in accordance with established procedures. Modifications to established procedures were presented collaboratively to peers for feedback and to management for approval prior to implementation.**OR
  2. 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree that has equipped you to perform the duties of this position.**OR

  • The duty station of this position may remain that of the selectee or may be any USGS location that is agreed upon by the selecting official and the selectee. If the agreed upon location results in the relocation of the selectee, the travel, transportation, and relocation expenses are not authorized.
