This position is located in the VISN's Human Resources Recruitment & Placement (R&P) Shared Services Unit (SSU) and is responsible for supervising the VISN R&P SSU Staff and administering the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN and Medical Center's management and staff.

Help

Consulting and collaborating with senior HR Management to analyze implications of laws, regulations, policies and trends.
Analyzing implications of laws, policies, and regulations on personnel administration to provide sound solutions to potential problems. Evaluating human resources program operations for quality and quantity of work, regulatory compliance, and effectiveness of service.
Investigating workflow to identify overlapping or contradicting policies, duplication of work, outdated or unnecessary procedures, and other matters which may impede operational efficiency.
Identifying long and short-range Human Resources needs to formulate proposals for consideration. Directing staff members in achieving goals and developing strategies to meet the needs of the Medical Center.
Ensuring consistency of interpretation and application of OPM and VA policies, laws and regulations. Identifying recruitment and staffing problem areas, coordinating corrective action(s), and implementing work methods or techniques to improve overall program effectiveness and efficiency.
Formulating and recommending personnel policies to ensure practical personnel administration. Receiving grievances and complaints from employees and elevating to senior HR Management, if necessary. Interviewing and making selections of subordinate positions.
Reviewing work of subordinates to ensure timely accomplishment and accuracy of assigned work. Evaluating performance and setting performance standards for subordinate staff.
Assessing the strengths and weaknesses of staff members to determine where improvements can be made.
Fostering team building through training in techniques that accomplish team cohesiveness.
Providing staff members with information and resources to allow them to educate themselves on specific issues in recruitment, staffing, position management, compensation, benefits and records.
Promoting team building through active engagement with staff. Providing advice and guidance to staff on personnel practices, as well as statutory, regulatory, and procedural requirements impacting a medical center.
Preparing work reports for HR Management and Medical Center Management to provide information on the productivity of Staffing and Recruitment personnel.
Establishing, developing, and maintaining effective working relationships with personnel at all levels within the Medical Center.
Advising and consulting with senior HR Management and Medical Center Management to ensure the administration of sound personnel management concepts, practices, and personnel innovations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in managing daily recruitment and placement operations; managing projects and facilitating groups to perform recruitment, placement and staffing actions in an efficient and effective manner; using knowledge in providing recruitment strategies and consultative services; experience in providing recruitment consultation to managers; providing resolution to difficult and controversial staffing and placement problems; experience with interpreting and applying recruitment laws, regulations, policies and practices; experience with building and post job announcements, issuing a certificate of eligible candidates, and finalizing other important recruitment aspects.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
