Provide assistance to managers and applicants by providing information regarding the agency Merit Promotion program (MPP) and Excepted Service Examining (ESEP); Provides guideline interpretation and assistance and determines the degree of compliance with regulations and other employment program requirements for Navajo Region IHS. Assists and performs audit of MPP at the Service Unit Human Resources office.

Provides external placement and recruitment duties for Navajo Region IHS; Makes use of multiple recruiting strategies including special appointment authorities; such as those for the handicapped/disabled, Federal Career Intern Program (FCIP), student employees, displaced employees, veterans, overseas returnees, direct hires (DH) and Delegated Examining Unit (DEU) to complete placements. Assists and performs audit of DEH/DH at the Service Unit Human Resources office.

Provide assistance to management on request for highest previous rate; appointment above the minimum pay setting, recruiting, retention, and relocation incentives, special pay, service credit for leave and other compensation and retention flexibilities.

Provides assistances to employees on the Electronic Questionnaires for Investigation Process (eQIP); processes the forms for pre-security clearances and background investigation clearances for completion.

Provides assistances to employees and manager on the Personal Verification (PIV) requirements of the Homeland Security Presidential Directive 12 (HPSD-12); identifies proof of identification; coordinates background investigations and/or provides approval and/or denial of ID badge issuance for each applicant.

Compiles reports on a variety of personnel data, such as the number personnel at a given location or in a particular series/grade, status of vacancy announcements, turnovers rate, etc. Prepares monthly and annual reports; Prepares special reports per directive from IHS Headquarters.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
GS-09: One (1) year of specialized experience related to work of the position and equivalent to at least the GS-07 level OR completed a master's degree OR equivalent graduate degree OR completing two (2) years of progressively higher level graduation education leading to such a degree OR LL.B. or J.D., if related.

GS-11: One (1) year of specialized experience related to work of the position and equivalent to at least the GS-9 level OR three (3) years of progressively high level graduation education leading to such a degree OR LL.M., LL.B. or J.D. if related Ph.D. or equivalent doctoral degree.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-09: One (1) year of specialized experience related to the work of the position and equivalent to at least the GS-07 level in the Federal Service that includes: developing vacancy announcements, determining applicant qualifications and eligibilities, coding and processing personnel actions, research and interpret a variety of civilian personnel regulations to resolve basic staffing issues and to provide advice and guidance to managers/supervisors, employees and applicants.

GS-11: One (1) year of specialized experience related to the work of the position and equivalent to at least the GS-09 level in the Federal Service that includes: Providing consultation services to customers and managers related to recruiting, examining, selecting, placing and retention; apply laws, regulations, and procedures governing all aspects of pay administration, knowledge of pay rates and systems; experience with human capital or personnel systems to code, process, and track HR related measures; assure all ranking decisions are properly and fully documented and supported by the applications.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Per IHS policy (SGM 21-04) and E.O. 14043, IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
