The Senior Consultant for Interventions reports directly to the Executive Director of the Veterans Crisis Line, who reports directly to the Executive Director, VA Suicide Prevention in 11MHSP.

In carrying out these duties, the Clinical Director largely works with all levels of VA staff within VA Central Office (VACO), Veteran Integrated Service Network (VISN) staff, and VA Health Care System (VAHCS) staff. Occasionally, collaboration with the field, representatives of other federal agencies, state and local governments, and community-based organizations (including private and not for profit organizations) may occur to further identify and facilitate implementation of best practices in suicide prevention efforts for Veterans. This collaboration may include education, awareness, service delivery, outreach, and community collaborations. The Clinical Director will advise the Senior Consultant for Interventions regarding operations in the field related to suicide prevention across the system, supporting all lines of efforts in VA to reach and support Veterans engaged and not engaged in VA care. This includes support of Suicide Prevention Coordinators (SPC), but extends to all employees in the VA system. In addition, the Clinical Director will also act on behalf of the Senior Consultant, the Executive Director of the VCL, and the Executive Director of VA Suicide Prevention when necessary, including serving as a senior contact person for the office and represent VHA in meetings/conferences with other federal agencies, state and local governmental agencies, Veteran Service Organizations (VSO), nonprofit organizations, and other non-governmental organizations in matters pertaining to suicide prevention.

Qualifications


Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. To verify that a social work degree meets the accreditation standard for a master of social work, access the CSWE website at http://www.cswe.org/Accreditation/organizations.aspx.   • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Individuals assigned as Social Worker Program Coordinator must be licensed or certified at the advanced practice level (LCSW or equivalent). (Copy of licensure/certification must be submitted)
  • English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Policy.
Grade Determinations:

GS-15 Social Worker Program Manager. At the GS-15 grade, Social Worker Program Managers are assigned to manage, direct and oversee a major specialty treatment program at a multi-division facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. Typical assignments at the VISN or VACO level include overseeing a VISN homeless program or care coordination program or a national program, such as the Fisher House Program. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments, determined by the needs of the local facility, the VISN and/or VACO.

Experience, Education and Licensure. Applicants must possess one year of specialized experience equivalent to the GS-14 level. Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

In addition, they must demonstrate the professional knowledge, skills and abilities below.

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

The full performance level of this vacancy is GS-15.
