As a Supervisory Grants Management Specialist, you will:

  • Plan and supervise the technical functions and administrative duties of the AO Grants Management Specialists. Monitor and evaluate performance of AD Grants Management Division personnel.
  • Direct AO Grants Management Division in the implementation of national policies, standards, procedures and guidelines with regard to the administration of all applicable programs. Provide guidance to AO Grants Management Specialists, Indian tribes and TDHEs regarding the interpretation and application of program policies and Procedures. Study problems relating to the AO implementation of applicable programs and prepares reports concerning problem areas to the National and Program Offices in order to influence the development of national policies, procedures and guidelines. Make necessary decisions in coordination with the OGM Director and consultation with the AO Administrator.
  • Assists in the development of comprehensive training and technical assistance programs in coordination with the National Training/TA Coordinator and the OGM. Conducts and/or participates in formal training programs for AO personnel, Indian tribes, and TDHEs, as appropriate.
  • Represent ONAP in meetings with HUD Field Offices with regards to the administration of applicable programs. Meet with Indian tribes, TDHEs, and others to explain issues regarding the administration of applicable programs.
  • Act as a government technical monitor and participate in government technical evaluation panels and pre-proposal conferences. Responsible for narrow scope of contracting activities and/or assisting the GTR in monitoring cost, scheduled and performance parameters for assigned ONAP contracts. Participate in the preparation of cost estimates, statements of work, reporting requirements, proposal instructions and evaluations criteria. Conduct market research and provides advice on any matters concerning solicitation and the reasonable need for proposed costs. Assist GTR in obtaining necessary approvals and clearances.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-analyzing, evaluating, and recommending solutions to policy and program issues; AND
-plans and supervises the technical functions and administrative duties of a grant program; AND
-facilitating working relationships among diverse groups of people.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
