Duties

Help

This position is located in EPA, Office of Inspector General (OIG), Office of Management (OM), Human Resources Directorate (HRD). The Office of Management serves as the corporate focal point, under the Immediate Office of the Inspector General. OM is responsible for organization-wide coordination and leadership in promoting the most efficient use and accountability for OIG resources in effectively achieving its mission and strategic goals. The Human Resources Directorate provides operational support for Human Resource activities such as recruiting and staffing while the Human Capital component addresses employee development and employee relations. 

Responsibilities
The ideal candidate will perform the following duties:

  • Designs and implement human resource development programs, policies and initiatives that support strategic the EPA OIG goals and objectives;

  • Develops methods of measuring the effectiveness of training readiness. Responsible for the capture, development, assessment, validation, and presentation of all training and development metrics for various reporting activities (i.e., EEOC MD- 715, GAO Skills Gap, etc.);

  • Works as a key player in the performance management arena in designing human resource development initiatives that are fully integrated with EPA OIG desired outcomes, outputs, and measures of effectiveness.

  • Provides technical advisory assistance and guidance to the other members of the team to include in the areas including employee relations, human capital and Diversity and Inclusion;

  • Serves as the advisor to managers and employees on all aspects of the Learning Management System (LMS). Utilizes the HR reporting systems to do analysis on EPA OIG employee development program.

This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-12: 1) Understanding of the concepts, principles and practical application of employee and workforce development to include a variety of human resource development theories; 2) Advise management on human resource development policy related issues such as employee reimbursement programs, establishing flexible and innovative training programs; 3) Work with a variety of contractors, vendors, and other representatives from the private sector.

GS-13: 1) Performs analysis of long and short-range requirements for human resource development and makes recommendations for initiatives, program design and funding; 2) Provide advice on concepts, principles and practical application of employee and workforce development to include a variety of human resource development theories; 3) Advise management and internal staff on human resource development policy related issues such as employee reimbursement programs, establishing flexible and innovative training programs; 4) Involved with working with a variety of contractors, vendors, and other representatives from the private sector.
