Summary

In this role, you will provide leadership and management in support of OVC's operations, programs, grants, contracts, budget, communications, and interagency liaison activities.
As the Principal Deputy Director for OVC, you will work with the OVC Director, Chief of Staff, Deputy Directors, and Associate Directors in the development and management of OVC grant programs, contracts, budget, communications, and technical assistance activities.
You will be responsible for leadership and technical support to OVC staff in grant management and oversight. Working with the Director, you will have overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs and applicable objectives under the DOJ Strategic Plan.
You will support state, local, and tribal efforts to prevent or reduce crime and violence and respond to victims of crime by providing executive leadership in the areas of criminal justice/victim services, including internal and external communications, and training and staff development. You will provide national leadership and outreach on crime victims' issues by identifying and supporting evidence-based programs, best practices, and innovative approaches to addressing key victim-related issues. You will be responsible for the development of victim services programs, activities, and initiatives that support state, local and tribal agencies and communities.
You will develop and oversee OVC's programmatic initiatives, including the development of new evidence-based programs and best practices. You will evaluate past, current and proposed programs and technical assistance to initiate, modify or discontinue projects, making way for new initiatives, as appropriate. You will provide leadership and technical support to staff in the formulation and administration of policies affecting OVC programs and activities. You will implement policies that promote the sustainability of victim services programs and work with other OVC units to incorporate success factors into solicitations and program design.
You will serve as a primary agency advisor on various programs and initiatives. You will counsel senior management staff and officials at multiple levels of DOJ/OJP; senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on agency matters. You will advise on the appropriate methods and techniques to use in order to achieve program goals and objectives. You will serve on inter-agency, national, and/or international special work groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching issues and problems.
You will collaboratively direct the operations of OVC in conjunction with the Chief of Staff and Deputy Directors, using subordinate managers, as appropriate. You will perform the full range of human resource management for those employees reporting directly to you, to include: performance management, grievances, personnel actions, advice and counsel, problem solving, disciplinary measures, training, etc., while furthering the goals of equal employment opportunity (EEO) and fostering a culture of continuous improvement and professional growth.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
Supervising the work of employees; and
Exercising important policymaking, policy determining, or other executive functions.

ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications:
You will be evaluated on the following Mandatory Technical Qualifications (MTQs). All candidates must submit a narrative statement addressing each MTQ. Your responses to the MTQs should be addressed separately, not to exceed two pages per MTQ.
MTQ 1: Demonstrated knowledge and experience managing and overseeing a variety of complex programs, including the ability to review and evaluate such programs. This would include demonstrated experience in developing performance-based objectives and associated metrics, and assessing the effectiveness of programmatic results, as well as operational activities, based on established policies, procedures and applicable laws and regulations.
MTQ 2: Knowledge of major challenges confronting the victim services field and demonstrated expertise in design and solutions to these challenges. The incumbent shall have demonstrated experience with federal funding regulations and demonstrated ability in managing large-scale federal, state, local or tribal grant programs.
MTQ 3: Demonstrated leadership and vision in designing and implementing a trauma-informed organization in which all practices and services are viewed through the lens of trauma and respond empathically to the needs of victims and survivors. The incumbent shall have demonstrated experience in crafting, implementing, and monitoring policies, procedures, and programs that support a trauma-informed approach to all aspects of an organization.
