As a Vessel Documentation Clerk, this position performs clerical services to technical, administrative and management personnel.  Responsible for review of applications and instruments related to vessel transactions, maintenance of records for public inspections, providing appropriate guidance to customers based on current regulations and policy, and the issuance of documentation for all geographical areas of the United States.  

Being a Coast Guard civilian makes you a valuable member of the CG team. Typical work assignment include:

  • Picking up or dropping of Registered, Certified, Special Handling, or Express mail.
  • Sorting and routing incoming mail to the proper recipient by categories such as type of mail, routing symbol, or originator.
  • Sorting and preparing outgoing mail into proper categories such as first class, priority, registered, international, and express.
  • Scanning paper files into an electronic format using scanners and computer systems.
  • Maintaining records of work completed on a daily basis.
  • Filing requires properly identifying, naming, sorting, routing, and placement of vessel documentation records and correspondence in proper order in accordance with the prevailing filing system used and computer system.
  • Processing applications for renewal, prepares abstracts of title, indexed encumbrances or other recorded transactions.
  • Greeting callers and providing routine information and assistance on matters related to vessel documentation.
  • Typing correspondence, report forms and other documents using principally office automation equipment.
  • Maintaining knowledge of current sets of regulations and laws and concerning the vessel documentation process.
  • Printing, faxing, emailing or mailing instruments or vessel documentation.

Qualifications

AT THE GS-04 LEVEL:  Applicant must have at least one year of general experience. Progressively responsible clerical, administrative, management personnel, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Examples of specialized experience includes: organizational functions/procedures to prepare reports, maintain files, refer phone calls, receives and reviews unclassified mail.

Two years of education above high school

AT THE GS-05 LEVEL: Applicant must have one year of specialized experience equivalent to GS-04 level in the federal service. Specialized experience is experience that has equipped you with particular ability, skills, and knowledge to successfully perform the duties of this position and is typical in or related to this line of work. Examples of specialized experience includes: responsible for incoming and outgoing mail,  sorts and prepares files, handling routine vessel documentation functions, function of office automation equipment and software,  report writing and the use of routine statistics to present information, interact with other employees.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post high school education and experience may be used to meet the total experience requirements. 

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
