About the Position: Serves as the Chief, Manpower, Management, and Budget Branch and exercises technical and administrative responsibility for and control over the formulation, justification, and execution of the District's operating budget. Acts as the principal technical advisor to the Commander, Deputy Commander, Program Budget Advisory Committee (PBAC) and Resource Management Officer on budget and manpower matters.

Duties

Help
  • Provides technical advice to Regional PBAC and Working PBAC on development of Regional policies and budgetary practices for implementation within the Region.
  • Manages and monitors execution of the total district budget program within the Corps decentralized Budget system supporting a significant population of diverse civilian employees.
  • Directs and/or accomplishes the preparation, coordination, and submission of the District's anticipated forecast of expenditures.
  • Plans, directs, coordinates, and supervises activities of branch employees. Assigns work to subordinates and recommends the assignment of subordinates to positions.
  • Prepares, executes and monitors the revolving fund budget execution reports, which encompass targets, goals, ceilings, usage, and limitations, inclusive of District travel, overtime, and facility accounts.
  • Receives, distributes, and administers all funds issued to the Commander, to include annual funding program, allotments, allowances, obligation authorities, reimbursable, and other fund instruments.
  • Provides supervisory and program oversight to the manpower and management analysis programs for the district.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience managing and monitoring the execution of the organizational budget program, providing technical budgetary, financial, manpower, or management analysis advice to upper level management, managing annual budgets or other programs, utilizing complex accounting principles and techniques, understanding a variety of complex accounting systems and related documents in order to locate and analyze data pertaining to budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

There is no substitution of education for specialized experience for this grades level. You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
