Duties

Help

As a Senior Auditor, you will:

Work with the Director in planning and designing the scope and frequency of quality assurance reviews and other assessments.

Lead complex reviews of OIG's operations and develops opinions on the effectiveness of the design, implementation and operation of internal quality control systems and compliance with provisions of laws, regulations, and guidance.

Analyze and evaluate the quality of audit reports (including supporting documentation) reflecting findings, conclusions, and recommendations, containing conditions, causes, criteria, and effects developed during the course of an audit in accordance with auditing standards and applicable laws, and regulations, and guidelines.

Meet with senior management officials to present findings, conclusions, and recommendations and to obtain managements' perspectives.

Manage the preparation of reports. Prepare reports in forms appropriate for their intended use to communicate the results of reviews, make the results less susceptible to misunderstanding, and facilitate follow-up.

Provide technical guidance to senior management and staff. Assist in the development of policies, procedures, guidelines, practices, and training regarding assessments and OIG operations. Review and comments on OIG's policies and procedures.

Support the conduct of internal inquiries/investigations when it is reported, alleged, or reasonably suspected that an OIG employee is involved in certain acts of misconduct, violation of law, or breach of policy or instruction that, if true, could possibly result in criminal, civil, or administrative action against the employee. This includes those situations where the incident of violation may have occurred, but the identities of the personnel or the extent of their involvement is not yet known.

Conduct peer reviews and prepare reports on the operations of other OIG offices in accordance with Council of Inspectors General on Integrity and Efficiency peer review guidelines.

Your employment with DOT OIG will begin remotely at your current residence. Once our normal business operations process begins you will receive further instructions on when to report to the office. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

PRE-EMPLOYMENT DRUG TESTING: Tentatively selected candidates are required to successfully complete a pre-employment drug testing and undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.

Qualifications

To meet the minimum qualifications for this position, you must meet the EDUCATION REQUIREMENT for the series, provide a copy of transcripts for verification, AND meet the SPECIALIZED EXPERIENCE qualifications for the grade at which you are requesting consideration.

SPECIALIZED EXPERIENCE

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

GS-14:  To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the federal service with the following:

  • Experience planning and conducting audits.
  • Experience providing information, clarifying facts, and defending conclusions in communications with responsible management officials and other stakeholders.
  • Experience in advising others on the technical application of government auditing standards (e.g. by giving presentations, answering questions from management or staff, working on a helpdesk).

Education

EDUCATION REQUIREMENTS

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, your background must also include one of the following:

A.  24 semester hours in accounting or auditing courses (this can include up to 6 hours of business law) of appropriate type and quality;

B.  A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (You must provide a copy of your certification with your application; OR,

C.  Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy 24 semester hour requirement of the requirements for a degree that included substantial course work in accounting or auditing, but that does not fully satisfy the 24 semester-hour requirement, provided that:

  1. you have successfully worked at the full-performance level in accounting, auditing, or a related field;
  2. a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting/auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; AND,
  3. except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements
