Duties

Help

  • Provide full range of HR services for OPM senior employee positions (i.e., SES, SL and ST positions) and politically appointed positions (i.e., Presidential Appointees, Noncareer SES Members, and Schedule C Appointees), to include the functional areas of classification, recruitment and staffing, compensation and benefits, and position/allocation management.
  • Conduct the strategic conversation for recruitments, work with Subject Matter Experts and senior-level hiring officials for the job analysis and crediting plans.
  • Draft/post JOA's, conduct quality and qualification review of applications, issue certificates/referrals.
  • Make job offers, set pay, research HR issues, code personnel actions, open and close case files.
  • Update/maintain internal data bases.
  • Classifies the full range of positions using the OPM classification standards, including position management.
  • Serves as a consultant to management and internal HR employees on Senior Executive and political appointed personnel records processing procedures and rules.
  • Reviews, assist, teach, and mentor lower graded specialist and assistants.

Qualifications

For the GS 13: You must have one year (52 weeks) specialized experience at the GS-12: Providing senior officials human resources consultation and support such as of recruitment, classification, and staffing; reviewing, analyzing and interpreting human resources policies and guidance for application to assigned program areas; and independently developing staff products such as classification evaluation statements, vacancy announcements, consultation on recruitment/retention flexibilities and hiring authorities, pay setting/administration personnel action processing, and reports, issuances, and other documents as required for presenting to management

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
