The Supervisory Health Systems Specialist , located in the office of Healthcare Inspections is responsible for overseeing and directing a staff of Health Systems Specialists (HSS), program analysts, and clerical employees in conducting health care program evaluations, and assessments of operating effectiveness and the efficacy of quality management (QM) procedures in individual VA medical centers (VAMC), and Veterans Integrated Service Networks (VISN) throughout the Veterans Health Administration (VHA).

As a Supervisory Health Systems Specialist, you will:

  • Initiate the evaluation of nationwide health care programs in accordance with OHI's annual strategic planning process. He/she oversees and coordinates daily OHI activities, including those actions that entail resource and project planning and management, communication, and report content in accordance with OHI policies. On occasion, he/she assumes full responsibility for OHI functions and operations in the absence of both the AIG/HI and the Deputy AIG/HI.
  • Participate in Department-wide activities involving the oversight of all Veterans Affairs medical QM and patient care activities including the effectiveness of QM activities performed by employees in VHA's Office of Policy, Planning, and Procedures, Veterans Integrated Service Network (VISN) clinical QM reviewers, and VAMC QA/QM activities. The majority of this work concentrates in the states encompassed by the Field Office, but frequently extends into other areas of the country.
  • Determine the need for training/education of OHI employees concerning administrative tort claims, reporting to state licensing boards, patent incident reporting, administrative investigations, applicability of Federal confidentiality statues, etc., and work closely with OHI top managers to ensure that required training/education is accomplished.
  • Supervise/coordinate OHI activities, ensuring that employee actions properly support other OHI operating divisions and consistently work in a collegial manner with fellow OIG employees, and VHA clients. Ensure that OHI employees adhere to the reporting requirements of the OHI management information system and monitors all Division OHI site visits teams' activities.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service.

Specialized experience for this position includes:

  • Overseeing and directing a staff of healthcare inspectors, program analysts, and clerical employees in conducting health care program evaluations; AND
  • Managing an agency-wide program of quality assurance or patient care inspection and oversight activities in a healthcare environment; AND
  • Reviewing, analyzing and evaluating programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective; AND
  • Providing leadership and direction of a healthcare inspection staff ensuring expert support in quality assurance and patient care issues for a regional, central or comparable sized office;
OR Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
- Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
