Duties

Help

The HRBP works closely with the assigned organization’s top management to develop a strategic human resources model that supports the Agency functions and work tasks assigned to these organizations. The incumbent will partner with the HRM Leadership Team, Subject Matter Experts, HR Specialists and Analysts, and Agency Stakeholders to develop a comprehensive strategic business plan and to oversee its implementation.  Specifically:

HUMAN RESOURCES

  • Provides expert and authoritative consultative services in multiple Human Resource (HR) disciplines (learning and development, organizational design and development, payroll, staffing/classification, performance management, employee/labor relations, workforce planning, data, etc.) and Business Management functions to render advisory services regarding the overall business strategy of the assigned organizations.
  • Knowledgeable of and experience in HR Service Delivery, HR Technologies to optimize business results and customer experiences.

HR CONSULTING/COACHING:

  • Serves as a seasoned consultant, delivers HR and business management solutions on complex management and administrative issues.
  • Responsible for assigned organizations, partners closely with senior leaders to render expert HR advice on current industry standards, uses best practices with OD methods and approaches to align human capital with business solutions.
  • Conducts stakeholder analysis and identifies change management impacts related to human capital needs to ensure successful implementation and adoption of initiative/programs.

HR PROJECT AND PROGRAM MANAGEMENT:

  • Drives the execution, implementation, and/or operation of HR agency-wide projects that align to NSF’s stakeholders, workforce with an agency-wide impact.
  • Manages the lifecycle of mid-to large scale projects from initiation to end, administrative processes to daily operations.
  • Develops, implements, and reviews project roadmaps critical to NSF’s short- and long-term strategic goals and objectives.
  • Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects, resources and performance.
  • Develops internal solutions after conducting research and development, benchmarking studies and/or writing white papers.

RELATIONSHIP MANAGEMENT/ CUSTOMER SERVICE

  • Partners and cultivates relationships with senior leadership to evaluate organizational structures, analyze the efficiency of business processes to identify organizational needs to develop optimal HR solutions.
  • Serves as an HR trusted advisor to leverage business acumen and nurtures relationships to meet agency initiatives. Partners with internal branches and ensures customers have a positive experience with HRM at every touch point. 

ANALYTICAL THINKING:

  • Applies a wide range of qualitative and quantitative methods to the management of complex administrative programs characterized by boundaries that are extremely broad and difficult to define as a recognized expert.  
  • Proactively uses data analytics (data analysis, trend identification, and diagnosis through critical questions) and business knowledge to identify needs and opportunities regarding complex HR issues.

PROBLEM SOLVING:

  • Strong deductive reasoning, critical thinking, and problem-solving skills, develops. strategies to improve organizational effectiveness that align with HR and management objectives.
  • Reviews, analyzes, identifies, and evaluates the effectiveness of NSF HR programs to meet organizations business management needs.
  • Develops methods of measurement to provide accurate assessments of HRBP programs against benchmarks and established short and long-range objectives.

TEAMWORK & COLLABORATION:

  • Partners with HR internal team and stakeholders to facilitate collaboration on in-depth complex human capital needs to deliver HR solutions for organizations.
  • Serves on NSF-wide and HRM-wide teams to design, develop, and evaluate new broad and complex NSF programs or policies and develop implementation strategies for Human Resources and Business Management programs.
  • May serve on agency-wide working groups that require HRM representation.

ORAL & WRITTEN COMMUNICATION:

  • Excellent written and verbal communications, develops clear, concise, and effective oral presentations and written communication to deliver agency/organization announcements.
  • Develops and implements processes and action plans to ensure a results-oriented focus and maintains quality and timely communication with HRM and stakeholders.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

**THE IDEAL CANDIDATE HAS DEMONSTRATED KNOWLEDGE AND/OR EXPERIENCE  IN ALL DISCIPLINES OF HR (Employee/Labor Relations, Staffing/Classification, Data Analytics, Executive Services, Performance Management, Training & Development, and Payroll/Benefits) AND EXPERIENCE SERVING AS A STRATEGIC CONSULTANT OR BUSINESS PARTNER TO SENIOR LEADERS. Examples of relevant consulting experience may include leading agency or component-level initiatives in the talent management (workforce restructuring/planning), organizational culture/climate, organizational development and/or HR strategy space and leading complex (agency or component level, interdisciplinary) human capital initiatives. **

To qualify at GS-14 level you must have one year of specialized experience at or equivalent to the GS-13-level in the Federal Service or equivalent experience in the private sector performing a variety of HR functions. Examples of specialized experience for this position may include serving as a technical expert in two or more of the following: staffing and placement; position management and/or classification; performance management; compensation; employee relations and/or labor relations; employee and/or organizational development; workforce planning and/or HR analytics. Experience in supervising and leading projects, supporting all management/supervisory levels with knowledge of federal laws, and proficient in verbal and written communication to develop and deliver guidelines, reports, and correspondence.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
