Duties

Help

Two Director positions are available, one leading the Borrower Defense Group and one leading the Investigations Group.  The work of the Borrower Defense Group considers and issues decisions on claims by individual borrowers who assert a defense to repayment of Federal student loans.  The Investigations Group is responsible for identifying and coordinating the investigation of, and response to, potential legal or regulatory violations on the part of Institutions of Higher Education (IHEs).

As a Supervisory Attorney Advisor, GS-0905-15, the incumbent will be leading work that includes the following:

  • Supervises case teams. Provides professional leadership and guidance to subordinate managers and staff in planning, developing and carrying out program objectives.
  • Oversees legal research, analysis, and resolution of borrower defense claims.
  • Oversees investigations of institutions participating in Title IV programs.
  • Implements policies identifying high-risk schools and tailors investigative and enforcement efforts to protect students.
  • Renders legal advise resulting in formulation and implementation of Enforcement management decisions.
  • Supervises the preparation of memoranda/reports outlining facts and legal issues and explaining the application of legal principles and precedents to the relevant facts and justifying recommendations or conclusions.
  • Provides guidance to Enforcement leadership and senior Department officials on borrower defense and/or investigative matters.
  • Develops status reporting and data metrics reporting of the services, deliverables, and performance of the Borrower Defense Group or Investigations Group.
  • Represents the Department at meetings, and in coordination with enforcement divisions of other federal and state agencies.
  • Communicates with Institutions of Higher Education and other third parties concerning borrower defense claims.

Specialized Experience for the GS-15 
One year of experience equivalent to the GS-14 performing at least two (2) of the following three (3) duties or work assignments:
1.    Experience leading teams of attorneys and support staff on complex legal matters, such as in civil or criminal investigations, litigation, or administrative hearings.
2.    Experience communicating legal analysis and other information orally through briefings, hearings, and presentations.
3.    Experience with personnel management, including planning, organizing, and leading teams.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Ability to supervise a diverse staff of attorneys and support personnel.

Education

Must be a graduate from a law school accredited by the American Bar Association.
