Summary

As an AST Research Scientist (Physics of the Cosmos (PCOS) Chief Scientist) with the Astrophysics Science Division you will be responsible for providing scientific advice, organization and direction to the PCOS Program Manager, the PCOS Program at NASA Headquarters, and the Physics of the Cosmos Program Analysis Group. You will conduct an independently-directed program of astronomical research relevant to the science objectives of the Physics of the Cosmos Program.

Duties

Help
  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serves as a bridge between the Astrophysics Division at NASA Headquarters and the science community internal/external to NASA. Communicates processes and policies in research fields relevant to the Program in compliance with the Agency's directions.
  • Manages the Program Analysis Groups (PAGs). Drafts the call for volunteers for the Executive Committee, reviews applications, and recommends selections. Holds regular tagups with the EC and the PAGs.
  • Assists NASA Headquarters with the implementation of the recommendations of the 2020 Decadal Survey. Drafts the implementation plan, gathers consensus from the stakeholders inside and outside the Agency, manages the activities.
  • Guides and oversees written and oral communications (Website, Newsletter, emails, etc.). Provides outreach activities, including booths at conferences and workshops, and holds dedicated sessions at major national meetings.
  • Provides scientific expertise to the Program for budget preparation and submission to Headquarters; interacts with the Program technologist and Chief Engineer to guide decisions leading to development of technology for the Program.
  • Reports regularly to the stakeholders (Headquarters, Center, Astrophysics Division, Program management, Advisory bodies if requested) about the scientific activities and plans.
  • Initiates and conducts studies in relevant topics of Astrophysics that lead to recommendations to Headquarters for new activities, missions, grant programs.
  • Leads initiatives that increase and promote diversity and inclusion in the Program.

Qualifications

In addition to the basic education requirement (shown below), you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Vacant research positions may be filled at one of several grade levels depending upon the scientific impact of the person selected. A review may be required to determine the appropriate grade level of the position and supplemental materials may be required from the selectee. Please keep this in mind when indicating the lowest grade you will accept. If selected at the lower grade level, the scientific impact of the incumbent will be examined in addition to other factors, to determine if the person is eligible for promotion.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: performing independent scientific research on a topic relevant to the Physics of the Cosmos (i.e., cosmology, high-energy astrophysics, and fundamental physics; experience serving a major role in at least one team that has carried out either a multiyear scientific research program or a multiyear study of a mission concept; publications in refereed scientific journals, presenting published work to scientific organizations; participating in at least one committee, study group, and/or review panel.

To qualify for the GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: performing independent scientific research on a topic relevant to the Physics of the Cosmos (i.e., cosmology, high-energy astrophysics, and fundamental physics; experience leading at least one team that has carried out either a multiyear scientific research program or a multiyear study of a mission concept; conducts Astrophysics related studies to support providing recommendations for new grants for research; publications in refereed scientific journals, presenting published work to scientific organizations; participating in at least one or more committees, study groups, and/or review panels.

Education

You must have successfully completed a bachelor's or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science*, or other field of physical science.
*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

Degrees in engineering technology are not considered qualifying for this position.
