The Deputy Resident Country Director (DRCD) supports the Resident Country Director (RCD) in leading the implementation of compact investments in Mongolia and providing ongoing oversight, guidance, advice, technical feedback, and support to the partner country's Millennium Challenge Account (MCA) entity, which undertakes the country's responsibility to oversee, manage and implement the compact program. The DRCD plays a critical role in the compact's success by:
assisting the RCD in providing oversight, feedback and guidance to counterparts in the partner country's government with respect to the setup of the MCA entity and the implementation of the compact program, and monitoring progress toward key milestones;
assisting the RCD in ensuring proper coordination on technical matters among the partner country's government and MCC staff in Washington, DC;
assisting the RCD in coordinating the timely delivery of all reports, plans, approvals and agreements that may be required for program implementation, in close collaboration with the MCA entity and MCC staff in Washington, DC, and maintaining records;
assisting the RCD in the day-to-day management and supervision of the local MCC staff, and of the office and budget, including office budgets and financial reports, procurements, and asset management needs, in close coordination with relevant staff at the U.S. Embassy and MCC headquarters;
assisting the RCD and the partner country's government in ensuring that the implementation of the compact accords with MCC policies, standards, and guidelines;
assisting the RCD in ensuring proper implementation of MCC approvals and other internal control procedures, as well as audit and impact evaluation efforts;
assisting the RCD in coordinating technical visits by MCC staff and technical advisors and management visits by members of the MCC senior management team, the MCC Board of Directors, and other US government officials;
assisting the RCD in organizing and participating in public outreach and representational events related to the implementation of compact activities in Mongolia, including representing MCC in interactions with congressional delegations, other donors, representatives of the local business community and civil society, and other interested parties; and
assisting with any other responsibilities that the RCD may otherwise request to facilitate implementation of the compact program.

Qualifications
To qualify for pay band 3B:
Applicants must have 5 years of experience in or with transitioning or developing countries in Central Asia or East Asia or the Former Soviet Union, either in the private sector or with an international financial institution, a multilateral organization, an international or local non-government organization (NGO), the U.S. Government or another internationally-focused entity.
Examples of specialized experience includes:
(1) leading, managing, analyzing, designing, or providing advisory services for large scale (over $10 million) international development programs, particularly in the water and sanitation sectors, including infrastructure development and institutional reform;
(2) experience as a project manager managing large-scale infrastructure and technical assistance programs in developing or emerging markets
(3) developing, negotiating and overseeing complex construction and advisory activities with multimillion dollar annual budgets in a team environment;
(4) experience in provision of technical advice and/or management supervision in the core infrastructure sectors or other areas of MCC focus in developing countries; and
(5) experience in the private sector, a development organization, an international NGO, an international commercial bank, or the U.S. Foreign Service (including the U.S. Foreign Commercial Service, USAID or similar international development agency). HIGHLY DESIRED:
Experience working in transitioning or developing countries, particularly in Central Asia, East Asia or the Former Soviet Union, and most specifically in Mongolia.
Experience working on water and sanitation sector projects including but not limited to advisory or project management experience involving policy reforms, institutional development and/or infrastructure construction projects.
Experience interacting and engaging with private sector companies and other organizations specific to the water and sanitation sector.
An advanced degree in engineering, finance, economics, international development, business, or a related discipline.
Familiarity with Mongolian history, politics, and culture and language proficiency in Mongolian.

This is a FULL-TIME Excepted Service TERM POSITION not-to-exceed 8 years. MCC has the option of extending this term appointment.

The successful candidate for the DRCD position will enter into a service agreement with MCC that sets forth the details and requirements of the service term.
