Duties

Help

The incumbent serves as the Chief, Strategic Human Capital Planning Branch and as an advisor to the Director and Deputy Director of HRM in the areas of workforce planning and analysis, HR reporting and data management, and human capital accountability. In addition, the incumbent may perform a variety of sensitive and high-profile assignments that require a detailed and extensive knowledge of the HRM Director's policies, objectives, and understanding and skill in presenting NSF management opinions on highly complex and strategic workforce issues.

Represents and conveys the Director's/Deputy Director's opinions and priorities; and provides expert advice and assistance involving high-level/priority NSF-wide issues. Oversees HRM-wide workforce planning projects and initiatives, including direct project management for specific sub projects related to the use of data and evidence to inform strategic human capital initiatives. Works in close coordination with members of NSF management. 

Duties:

Plans, develops, controls, organizes, directs, supervises, and implements activities relative to workforce planning, human capital analytics, and human capital accountability issues.

Ensures organizational plans, policies, and procedures are established and effected to accomplish workforce planning objectives.

Monitors major projects designed to assess and improve program effectiveness and improve complex management processes and systems resulting in the development and execution of agency talent management and workforce strategies.

Implements decisions made by senior management, often facilitating other staff in accomplishing desired objectives.

Develops and monitors long-range plans and recommendations as to the best methods required to meet organizational goals and objectives and to adapt to changing needs.

Provides management-consulting services on workforce planning, workload analysis and structuring, and the use of human capital data and analytics.

Provides extensive, significant advice and assistance to the Director and senior staff in the decision-making process with reference to major organizational mission and functional goals and objectives.

Develops and manages/leads specially designed teams to conduct evaluation studies of NSF personnel management programs.

Delegates work and assures its completion, establishes meaningful performance objectives, work expectations, and goal accomplishment for staff, evaluates employees, and recommends actions regarding hiring/promotion/reassignment.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-15, you must have at least one year of specialized experience equivalent to the GS-14 level in federal service.  Examples of specialized experience include the following: designing and conducting management studies; preparing long-range and short-range planning guidance in accordance with broad agency program policies and objectives; directing complex studies requiring the application of advanced analytical and statistical methods and techniques.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
