The incumbent serves as one of two Deputies to the Assistant Inspector General for Audit (AIGA), Office of Audit (OA), Office of the Inspector General (OIG), Social Security Administration (SSA). The OA conducts and supervises comprehensive financial and performance audits of SSA's programs and operations and makes recommendations to ensure that SSA's objectives are achieved effectively and efficiently.

Summary

As the DAIGA (Program Audits and Evaluations), the incumbent:
Serves as an advisor and participates fully with the AIGA in the development and direction of the nationwide audit program, which is designed to effectively respond to the interests and needs of the IG in carrying out the mission and functions of OIG. Such participation includes the development of audit plans, policies, procedures and short and long term goals, and assessment and formulation of budget requirements to accomplish program plans and goals;
Provides day-to-day technical guidance and direction to approved audits and evaluations of SSA's program audits and other program activities within assigned Headquarters and Field Offices, including developing audit and evaluation ideas, determining the most effective and efficient approach to be followed in the performance of the audits and evaluations, and monitoring progress to ensure timely completion of the audits and evaluations;
Serves as an alter-ego to the AIGA in the management of the OA, when designated, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the OA through the use of new auditing, business or technological measures, processes, techniques or strategies;
Ensures, within assigned Headquarters and Field Offices, the audits and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the General Accountability Office (GAO) Yellow Book standards and other Federal accounting and auditing guidelines, auditing and evaluation guidelines established by the Office of Management and Budget, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations;
Reviews existing and proposed legislation or regulations and policies to determine the effect on the efficiency and effectiveness of OIG audit programs, and makes recommendations, as appropriate;
Works collaboratively with other OIG components, including the Office of Investigations, to ensure efficient and effective OIG operations, and to complete cross-component investigations, reviews or projects;
Represents the AIGA or OIG at meetings with, and provides summaries of findings and activities for Congress, CIGIE, high-level SSA or other Federal agency officials, private industry, or media;
Prepares and presents sensitive and confidential briefing documents or testimony for congressional hearings or investigations, or judicial or administrative proceedings regarding OIG programs and operations, including the OIG budget, planned work or funding initiatives.

In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).
Qualifications
As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Mandatory Professional/Technical Qualifications (MTQ), and the Executive Core Qualifications (ECQ) listed below in the application documents you submit. 1. Demonstrated experience leading the development and execution of an annual audit work plan. Experience must include:
taking a risk-based approach to identifying program areas or issues where audit coverage is needed;
developing audit objectives, scope, and methodology; and
identifying and assigning audit resources.
2. Demonstrated an in-depth knowledge of Government Accountability Office's Government Auditing Standards demonstrated through substantive performance auditing experience in an Office of Inspector General (OIG). Experience must include leading teams of OIG auditors in planning, conducting, and reporting on a variety of performance audits of a Federal agency's programs and operations in accordance with Government Auditing Standards.

(1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
