Duties

Help
  • Provides an individualized, relationship-driven avenue for customer agencies to communicate their overall service needs in relation to printing, publishing, and multimedia programs.
  • Writing accurate contract specifications to support agency procurement services.
  • Applies procurement principles, federal acquisition/procurement regulations, in the writing of various contract types in order to provide print related services
  • Develops detailed language to describe contract requirements from broadly described customer agency requirements, facilitating procurement planning for contracts to ensure that product, service and price objectives are met.
  • Evaluating and analyzing proposals for conformance against requirements defined in contracts as a part of source selection teams ensuring the requirements, terms and conditions are being addressed and met.
  • Recommends approval/disapproval for payment and processing of all invoices/vouchers in accordance with the Prompt Payment Act.
  • Prepare written documentation for oral discussions with responsible offers.
  • Resolves customer complaints expeditiously, providing same or next-day services in most cases and developing remedies on routine contract complaints.

Qualifications

To qualify for the Printing Services Specialist, PG -1654-11/12, you must meet the following requirements:

To minimally qualify for the PG-11 level, you must meet the requirement below. One (1) year of specialized experience at the at the PG-09 (or equivalent) level or higher. Examples of qualifying specialized experience include:

A. Participating in collaboration with customers to gather information about their printing/publishing requirements, and
Performing procurement planning to identify and recommend contracting method(s) that meet the customer's printing/publishing needs, and writing draft specifications that will be reviewed and finalized by others, for statements of work (SOW) or contract solicitations in order to procure printing or publishing related products/services based on a customer's broadly described requirements, and administering multiple contract types (i.e. Request for Quotation, Invitation for Bid, Request for Proposals, Sole Source, etc.) throughout various parts of the contract lifecycle (to include Pre-award, Post-Award Administration and/or Contract Closeout).

B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

C. Combination of experience and education that equals at least 100% of the total requirement.

To minimally qualify for the PG-12 level. you must meet the requirement below. One (1) year of specialized experience at the PG-11 (or equivalent) level or higher. Examples of qualifying specialized experience include: * Possessing knowledge of both printing/publishing techniques and contracting methods sufficient to consult independently with customers to gather information about their requirements and to provide technical solutions to address their needs. * Performing procurement planning to select the contracting method that best achieves the customer's broadly described objectives. * Writing technically detailed specifications for statements of work (SOW) or contract solicitations in order to procure printing or publishing related products/services based on a customer's broadly described requirements. * Administering a wide variety of contract types (i.e. Request for Quotation, Invitation for Bid, Request for Proposals, Sole Source, etc.) throughout all parts of a contract lifecycle (to include Pre-award, Post-Award Administration, and Contract Closeout.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(01/07/2022) to be considered.

Education

Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires Suitability. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Suitability, Public Trust. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
