Duties

Help

Serves as a speechwriter for the Office of the Director. Researches, writes, and edits a variety of materials, including articles, speeches, press releases, and other products on the mission, operations, history, objectives, interests, viewpoints, and needs of the Agency.

Gathers, develops, and checks the accuracy of information from a wide range of sources, then interprets and explains specifics on a variety of subjects. Additionally, writes and edits material tailored to specified media/audiences. Prepares assignments based on input from subject matter experts and FHFA policy experts often culling information from a number of sources. Written documents are developed for internal and external use. Work products interpret, explain, and deliver a variety of FHFA specific subject matters.

Determines the organization of presentations, and edits information for clarity and accuracy. As necessary, the speechwriter performs additional extensive research and rewrites submissions to organize, balance, and apply a consistent sense of style, grammar, and flow to the finished product. Conducts presentations, writes speeches, communicates orally, and coach Agency leadership on the delivery of public remarks.

Reviews other written work and documents for editorial quality, consistency, and compliance with FHFA's Official Documents Policy, format, content guidance, accuracy, readability, and appropriateness. Provides detailed feedback to highlight strengths and areas for improvement. Maintains awareness of current government writing and reporting style and format requirements and works directly with senior staff to resolve questions about its content and technical application.

Edits and writes other material, including Congressional testimony on the agency's position on matters before Congress, and correspondence to the other stakeholders. Reviews products of staff and Agency executives before publication or signature of the Chief of Staff and/or Director.

Writes and edits statutorily required reports, determining the adequacy of the content and source materials used, as well as the amount and type of information required by the audience.

Evaluates pertinent media reports and identifies issues that needs to be addressed by FHFA, advises on the best method to present information, provides writing support to members of the FHFA staff, ensures that graphics and documents reviewed adhere to established FHFA standards for quality, format, and style, interacts with stakeholders and subject matter experts and uses their input, as applicable and appropriate, along with information from reference guides, to produce work products.

Qualifications

Qualifying experience for the EL/GS-12 level includes one year of specialized experience at the equivalent to EL/GS-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience required includes the following:

(1) Using independent research on legislative, regulatory, economic, or financial issues on matters related to housing or mortgage finance; and/or speechwriting for organization executives, members of Congress or Senators; to develop and present recommendations on policy or messaging to elected/appointed public officeholders or private-sector executives.

(2) Editing for conceptual clarity, style, and persuasiveness written documents about legislative, regulatory, economic, or financial issues on matters related to housing or mortgage finance that were drafted by superiors or supervisors.

(3) Drafting, editing, soliciting, and incorporating feedback on, and finalizing published written materials or public-speaking materials either under your own name or on behalf of elected/appointed public officeholders or senior private-sector executives; such materials were written for a wide variety of audiences and covered legislative, regulatory, economic, or financial issues.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
