Duties

Help
  • Provides simultaneous and consecutive interpreting services between English and Japanese, English and Korean, or English and Mandarin in formal and informal settings in support of foreign affairs programs and diplomatic activities.
  • Provides interpreting services in diplomatic settings, serving as an interpreter for the President, the Vice President, the Secretary of State.
  • Serves as a member of the Emergency Relocation Group (ERG) provides essential interpreting support during national emergencies.
  • Handles complex logistics to perform liaison and coordinating work with officers of the government and private organizations for various engagements such as conferences and negotiation sessions.
  • Interviews, tests, and may train interpreter-candidates and may be required to develop guidelines for the training of interpreters at lower levels of expertise.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in translating, interpreting, or other work requiring the use of English and Korean or English and Japanese or English and Mandarin; or a combination of work (that required English and Korean or Japanese, or Mandarin) and training at the Defense Language Institute, Foreign Service Institute, or comparable training.

IN ADDITION, this position requires the following additional specialized experience:

  • Experience with simultaneous interpreting one of the targeted languages, Korean, Japanese, or Mandarin into English and English into one of those languages.

  • Experience with the contemporary politics, economy, international relations, and the other country or countries in which languages to be interpreted are spoken (Korea, Japan, and China).

THE FOLLOWING SELECTIVE FACTORS ARE REQUIRED:

Must have experience in interpreting Korean into English and English into Korean.

OR

Must have experience in interpreting Japanese into English and English into Japanese.

OR

Must have experience in interpreting Mandarin into English and English into Mandarin.

The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language.

**ALL APPLICANTS WILL BE TESTED BY THE AGENCY FOR PROFICIENCY ON A PASS/FAIL BASIS PRIOR TO APPOINTMENT.** Applicants who previously passed the agency interpreting tests at the conference level may not be required to take the test again.

Phase 1: Applicants will be evaluated by a panel based on applicants’ resume packages and, if found qualified, invited to take the DoS Interpreting Test. (If not qualified, the process terminates here.) 

Phase 2: The DoS Interpreting Test consists of test passages in both consecutive and simultaneous interpreting. Simultaneous interpretation will be tested in physical or virtual booth with industry-standard equipment. Dictionaries and glossaries are not allowed during the test. This test is distinct from the Department’s exam of foreign language proficiency and is scored on a pass-fail basis.”    There is no substitute for this test.  

Phase 3: Applicants who pass the test will be placed on an eligibility list and referred to the hiring official for further consideration and possible interview. 

There is no substitute of education for specialized experience for the GS-14 position.
