This position is located in the U.S. Department of Housing and Urban Development's (HUD), Office of the Inspector General (OIG), AIG, Office of Audit, in one of the regional or field offices. The OIG is an independent organization within HUD, responsible for performing audits, evaluations, inspections, investigations, and for preventing and detecting fraud, waste and abuse within HUD and its programs and operations. The OIG makes recommendations to promote economy, efficiency, and effectiveness in HUD's administration of its programs and operations. The position is responsible for conducting internal and/or external reviews and audits of HUD programs administered by HUD and external program participants.

The following are the duties of an Auditor (Performance) at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Develop specific audit plans and milestones for completing the review. Plan, direct, control and coordinate all activities during assigned reviews.
  • Perform qualitative and quantitative research in a collaborative environment for the purpose of gathering background and other information to learn the audit subject's environment.
  • Prepare reports and documents supporting work papers and documentation for the preparation, presentation and communication of work-results to the supervisor or manager.
  • Provide input to team auditors concerning the interpretation and application of evaluation criteria, analysis of information gathered, tentative conclusions, and significance of findings for activity and HUD requirements and other applicable policies and practices.
  • Use computers, software applications, databases, and automated systems to accomplish work.

If you fail to provide satisfactory proof of vaccination or to establish entitlement to an exemption, you will not be eligible for employment with HUDIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

To be qualified for this position at the GS-07 level, you must have at least one year of specialized experience equivalent to the GS-05 level. This experience is defined as:

  • Assisting more experienced auditors with conducting segments of audits; AND
  • Preparing work papers using automated auditing software; AND
  • Researching laws, regulations, guidelines, and procedures
OR
Education: One full year of graduate level education in a related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify on a combination of education and experience.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level. This experience is defined as:

  • Conducting segments of audits; AND
  • Preparing work papers using an automated auditing software program; AND
  • Collecting, analyzing, and summarizing evidence to support audit conclusions; AND
  • Identifying controls over operations and recognizing weaknesses in controls; AND
  • Researching laws, regulations, guidelines, and procedures.
OR
Education:
Master's degree or equivalent or 2 years progressively higher education leading to such a degree, or an LL.B. or J.D. if related. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify on a combination of education and experience.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
