Summary

Serves as the Principal Strategist for the Blacks Employment Portfolio. Duties

Help

  • Improve employment and advancement opportunities for Black employees, as well as, identify systemic barriers to opportunities for Black employees.
  • Monitor agency progress in eliminating discriminatory practices that adversely impact Black employees and cultivate a more welcoming environment for Black employees and patrons.
  • Collaborate in strategic partnerships with Institutes and Centers (ICs) to recruit and retain employees from the Black community.
  • Educate and increase awareness of issues pertaining to Black populations and provide guidance and support to supervisors, managers, and employees.
  • Foster a workplace atmosphere that supports Black employees and continue to foster a workplace atmosphere that supports diversity and inclusion.

Qualifications

Minimum Qualifications GS-301-9

In order to qualify for a Program Specialist, GS-0301 position at the GS-09 level, you must have:

A. completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.
OR
B. have 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: communicating work procedures and policies to staff; prioritizing projects or programs, tracking milestones, and measuring the outcome; and providing technical advice on the provision of administrative services.
OR
C. have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position

Minimum Qualifications GS-301-11

In order to qualify for a Program Specialist, GS-0301 position at the GS-11 level, you must have:

A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.
OR
B. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and analyzing internal processes to ensure operational efficiency and effectiveness; participating in the coordination, preparation, and analysis of program reports; and researching and analyze program issues to determine required information needed to determine solutions.-
OR
C. have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

Minimum Qualifications GS-301-12

In order to qualify for a Program Specialist, GS-0301 position at the GS-12 level, you must have:

1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: formulating and executing action plans in response to business and management problem; resolving escalated complaints or disputes relevant to administrative services; and preparing and implementing new program policies or procedures.
