Help

Official Title for this position: Physical Scientist OR Geophysicist OR Oceanographer. Official Title will be determined based on the qualifications of the selectee.

The working title for this position is Watchstander. As a Watchstander, you will perform the following duties:

  • Serve as a technical expert on the Tsunami public awareness/TsunamiReady program, working with the Lead to ensure the scientific integrity of the products and services provided to the public by the National Tsunami Warning Center (NTWC).
  • Maintain close liaison and coordination with the Directors of Civilian agencies, Commanders of Military Units, and community emergency preparedness officials in order to develop and maintain an effective system for the dissemination of tsunami warnings or potential earthquake and tsunami hazards.
  • Participate in research and integrate new scientific and technological advances and techniques into TWC operational procedures and operations.
  • Conduct an ambitious public education program to promote individual recognition of the threat of tsunamis and related phenomena.

These duties are described at the GS-13; the GS-09, GS-11 and GS-12 are developmental leading to such performance. All positions are developmental to the full performance level (FPL) GS-13.

Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy. 

This position requires a Low Risk Security Clearance for the GS-09.

This position requires a Public Trust (Moderate Risk) Security Clearance for the GS-11/12/13.

*A one year probationary period may be required.

CONDITIONS OF EMPLOYMENT: Rotating shift work is required as the TWC operates 24 hours a day, 7 days a week.

PHYSICAL DEMANDS: Additionally, during large earthquake/tsunami events, the increase in workload and the necessity for rapid dissemination of warnings and updates requires periods of acute mental ness and produces considerable mental stress. Large earthquakes and/or tsunami events often require the incumbent to work hours longer than the usual shirt, adding to mental and physical stress.

Qualifications

EDUCATION: 

To qualify for the 1301 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

EDUCATION:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify for the 1313 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.).

OR

B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education.

To qualify for the 1360 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified.  You MUST meet one of the following basic education requirements:

A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

OR

B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.

Note: Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-09 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following:

  • Collecting seismic or tide data to assist with the monitoring of environmental warnings or forecasts.

OR

EDUCATION: Master’s Degree or equivalent graduate degree in the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.) or in a directly related field or 2 years of progressively higher graduate level education leading to such a degree.

OR

Combination of related education and experience. Note: Only graduate education in excess of one year is creditable.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Using seismic or tide data to assist with the analysis of environmental warnings or forecasts.

OR

EDUCATION: Ph.D. degree or equivalent doctoral degree in the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.), or other related discipline or 3 years of progressively higher level graduate education leading to such a degree.

OR

Combination of related education and experience. Note: Only graduate education in excess of two years is creditable.

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:

  • Using seismic or tide data to assist with the analysis of earthquakes or tsunami warnings and forecasts; and
  • Assisting with the evaluation of environmental products and services.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Using seismic or tide data to analyze earthquakes or tsunami warnings and forecasts; and
  • Evaluating technological advancements related to geophysical products and services.

Education

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.   You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note: Your college transcript is used to verify successful completion of degree, or college course work.  An official college transcript will be required before you can report to duty.

Additional information

CTAP applicants MUST submit the following documents:

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

GS-11 ONLY:

  • Knowledge of the principles, practices and theory of physical oceanography and seismology.
  • Ability to collect and analyze data from environmental observational systems.
  • Ability to conduct seismic related studies.

GS-12 ONLY:

  • Knowledge of principles and theories of earth sciences to integrate new techniques and process into the operational forecasts.
  • Ability to evaluate technology and techniques in an operational tsunami forecasting environment. 

GS-12 and 13:

  • Ability to collect, analyze, and apply seismic data from environmental observational systems. 

GS-13 ONLY:

  • Knowledge of practices and theory of physical oceanography and seismology as they relate to the tsunami phenomena. 
  • Ability to integrate technology and techniques into an operational tsunami forecasting environment.
  • Ability to coordinate a tsunami preparedness program.
