Duties

Help

The Library Technician (OA):

  • Checks-in and processes serials and Government Documents.
  • Assesses and claims missing issues. 
  • Performs activities and operations relating to binding. 
  • Performs copy cataloging and related tasks.
  • Detects and records changes of titles, publishing patterns and availability of the periodical in online format.
  • Participates in the maintenance of the government documents depository collection.  
  • Verifies received material against the selection list and claims missing documents and shipping lists.
  • Sorts and distributes documents per the processing they require.
  • Communicates with people verbally and in writing both inside and outside of the Library.
  • Has the ability to walk, stand, bend, and carry up to 35 pounds.

USMMA seeks a motivated Library Technician for the Technical Services Division who will play an important role in processing and maintaining the Library’s serials, monographs, and government documents. The ideal candidate will have knowledge of serials records and at least 1-2 years’ experience working with a Library Management System such as WMS. The ideal candidate would perform serials check-in, claim missing periodical issues, prepare and process serials bindery shipments and shelve and/or shift materials as required for print serials and government documents. The candidate should have the ability to stoop, bend, walk, and reach heights of six (6) feet and to move library materials up to 40 pounds.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TYPING: You must possess a typing speed of at least 40 words per minute with three (3) or fewer errors.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the specialized experience requirements.

To qualify for the GS-08, you must have at least one year of equal or equivalent experience equal to the GS-07, which includes:

  • Experience with library technical services, which includes copying cataloging of serials, monograph, and holdings records in OCLC.
  • Experience with the Federal Depository Library Program and SuDOC.
  • Experience preparing serial issues for volume binding, using an automated bindery system.
  • Experience placing claims for missing serial issues in claiming systems, such as EBSCONet.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Knowledge: Proficient with library technical procedure guides and library automated systems to manage tangible print serials, government documents, serial binds, and perform cataloging.
  • Program Knowledge: Provides recommendations, solutions, or reports for the organization of library information material to meet clientele information needs in the most effective and efficient manner.
  • Communication: The ability to communicate effectively with library clientele verbally and in writing.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
