Physician positions are a mission critical occupation for HRSA. These positions are responsible for formulation of policy and programs administered by Health Resources and Services Administration to provide advice and assistance to Bureaus, Department of Health and Human Services, and other Federal entities as related to the medical aspects of primary health care programs for underserved populations.

As a Physician with the Bureau of Primary Health Care in the Office of Quality Improvement, you serve as the Chief Health Informatics Officer. Your major duties and responsibilities include:

  • Providing subject matter expertise for primary care, health IT information management, and technology innovation policy. Acting as a liaison between BPHC and private industry stakeholders to lead innovation and help inform BPHC and HRSA's health IT and information management policy and operations.
  • Leading and/or participating in projects and/or providing advice in the overarching strategic planning, development, implementation, and evaluation of BPHC programs to ensure program goals and outcomes are aligned with HRSA and DHHS goals.
  • Participating in the development and issuance of clinical and/or research policies, procedures, and guidelines, to implement new legislative and budgetary requirements and to effect improvements, as needed in BPHC program and grant administration.
  • Working with internal and external stakeholders to determine how BPHC will apply health informatics methods and standards to Health Center Program (HCP) primary care and health informatics strategy.

EDUCATION: A copy of your unofficial transcripts, ECFMG certification, or verification of your successful completion of the US Medical Licensing Examination is required as part of your application by the closing date of this announcement.

Degree: You must have a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association, Association of American Medical Colleges, Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation of the American Osteopathic Association or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

B.
Degree from Foreign Medical School: You must provide a Doctor of Medicine or equivalent degree from a foreign medical school and must provide documentation that the applicant's education and medical knowledge is equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.

OR

Documentation that verifies successful completion of the U.S. Medical Licensing Examination.

AND

GRADUATE TRAINING:Your resume must clearly indicate the starting (MM/YYYY) and ending dates (MM/YYYY) and where the training was completed.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below:

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, or pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

For this GS-15 level position, you must have five (5) years of graduate training in the specialty of the position to be filled OR equivalent experience and training. Appropriate specialties related of this position included the following primary care disciplines: Family Medicine, Internal Medicine, Pediatrics, Preventive Medicine, Obstetrics or Gynecology.

LICENSURE REQUIREMENT:

You must also have an active, permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. SELECTIVE FACTOR:

In order to meet the basic qualification requirements for this position, you must be board certified or board eligible by the American Board of Medical Specialties (A.B.M.S) in one or more of the following primary care disciplines: Family Medicine, Internal Medicine, Pediatrics, Preventive Medicine, Obstetrics or Gynecology. You must provide a copy of your board certification or documentation of board certification eligibility with your application by the closing date of this announcement.

When applicable requirements are met, the position may be eligible for additional compensation through Physicians Comparability Allowance (PCA) for up to $30,000 per year.

This position has an education requirement. Vaccination Mandate:

In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law.
