-The duties for the position in the Office of Acquisition Management and Policy include serving as a Special Assistant to the Associate Director, OAMP. This position leads various acquisition, staffing and business initiatives to streamline, standardize, and further develop more efficient processes throughout OAMP and NIH. Leads and conducts studies and reviews that have impact NIH-wide and beyond resulting in recommendations for the development and implementation of new systems, policies and procedures within NIH and within other agencies that use NIH acquisition services. Represents OALM on HHS and NIH study groups and committees involving acquisition, acquisition systems, and other business practices. Develops new concepts and innovative strategies to promote and maintain customer focused acquisition services, i.e., contracts, simplified acquisition, and financial management services, to support the NIH I Cs as well as external customers.


-The duties for the position in the Division of Simplified Acquisition Policy and Services include serving as the Branch Chief for the Acquisition Services and Review Branch (ASRB). The ASRB develops NIH policies and guidelines in simplified acquisition matters and advises senior staff of Federal and departmental regulations which affect simplified acquisition operations. Monitors activities to ensure that only legitimate simplified acquisitions are made by the Delegated Offices of Acquisition and simplified acquisition communities and that they are made in accordance with established regulations and procedures. Develops, interprets, implements, and oversees policy for simplified procurements. Provides support to the NIH simplified acquisition community by developing and presenting training, providing manuals, help lines and general support and assistance, and performing oversight in these areas. Collects, analyzes, and evaluates simplified acquisition data and reports purchasing activity to NIH management and the Department.

Qualifications

Basic Requirements: You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; Guidance on Business Related Coursework for the GS-1102 Contracting Series OR

Occupied a GS-1102-14 position since at least January 1, 2000.

In addition: You must have completed all mandatory training prescribed by the head of the agency for progression to the GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position.

If selected, and if you are not currently employed by HHS in the 1102 series at the GS-13 level or above, you will be provided a reasonable timeframe to complete the mandatory training.

Additional Qualifications: You must demonstration in your resume at least one (1) year of specialized experience equivalent to at the least the GS-13 level in the Federal service. Specialized experience equivalent to at least the GS-13 level in the Federal service includes: Planning and leading analyses on acquisition activities, budget, and organizational structures to ensure compliance with acquisition regulations, directives and policies and develop alternative courses of actions and recommendations; providing policy advice and leadership while developing acquisition business management policies and procedures for research and development (R&D) contracts and/or simplified acquisition operations; developing training and innovative strategies to promote and maintain customer focused acquisition services, i.e., contracts, simplified acquisition, and financial management services, to support customers both internal and external to an organization; providing operational experience in pre-award, award and post-award for all types of acquisitions including simplified as well as experience on a variety of other contracting matters.
