Help

As the Deputy Director, Office of Investigations, you will assist the Director in providing leadership and direction for all activities of the Office of Investigations which serves as an independent investigative unit within the Nuclear Regulatory Commission (NRC). You will be responsible for the management, direction and conduct of investigations of all allegations of "wrongdoing" by licensees, their contractors, vendors, and license applicants. You will assist the Director in the direction and management of the investigative program to ensure that investigations are conducted, documented, and finalized in accordance with applicable Federal laws, regulations, policies, and guidelines. You will also serve as a principal point of contact with the Department of Justice for referral of cases within their purview. This position authorizes you to carry a firearm if deputized as a Special Deputy United States Marshal under the blanket Deputation provision of the U.S. Marshals Service. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (18 U.S.C, Section 922 (g) (9)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position.

Qualifications

The ideal candidate will be able to demonstrate the following:

  1. Thorough knowledge of criminal investigative techniques and procedures. (Describe specific experience, training, and developmental assignments which have provided you with knowledge of investigative techniques as well as the laws of evidence and the rules of federal criminal procedure. Describe how you have applied this knowledge and for what purpose.)
  2. Demonstrated ability to effectively manage investigations. (Example: Describe specific experience, training, and developmental assignments which demonstrate your skill in managing investigations to conclusion concerning alleged or suspected violations of Federal laws and agency regulations, including those of relevance to the NRC, such as false statements, substitution of counterfeit parts, whistleblower discrimination, records falsification, etc.)
  3. Extensive knowledge of the relationship between criminal and civil investigative jurisdictions of various Federal, state and local agencies. (Describe specific experience, training and developmental assignments which have provided you with the knowledge and understanding of the interaction/relationship between the various Federal, state and local investigative agencies and their criminal and civil jurisdictions. Provide examples of how this knowledge/experience helped you achieve your mission.)
  4. Demonstrated ability to provide supervisory or leadership experience, including initiative and ability to work independently with minimal supervision and be responsible for the results of activities. (Describe specific accomplishments, experience, and training which demonstrates your ability to lead groups of investigators (i.e., as a supervisor or in a team lead position, if applicable) to accomplish the group's mission. Address your accomplishments in resolving varying positions into a common position supported by all, in initiating actions that provided better positions supported by all, in initiating actions that provided better means of accomplishing a mission or began an important function, and in establishing effective working relationships at all levels that aided you in achieving your objectives, solving problems, and resolving conflicts.)
  5. Demonstrated skills in communicating information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.  (Describe specific experience, training, and accomplishments that demonstrate your communication skills. Describe in detail your ability to lead complex technical discussions and consolidate complex and diverse opinions into concise presentations; work in a team or group atmosphere; formulate balanced and well-founded recommendations; establish effective work-relationships with colleagues, supervisors, other government and industry officials and coordinate public meetings. Describe the kinds of oral and written presentations you have made within and outside the Agency, including published technical documents you have authored. List presentations you have made to outside groups including professional organizations, advisory groups, the public, and Congress.)

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. Specialized experience includes experience that demonstrates progressively responsible criminal investigative experience indicating a thorough knowledge of investigative techniques, laws of evidence and rules of criminal procedure. This knowledge is equivalent to that gained by the completion of an undergraduate program leading to a baccalaureate degree supplemented by 10 years of experience as a criminal investigator in a Federal law enforcement agency. You must possess a thorough knowledge of relevant sections of the Atomic Energy Act of 1954, as amended, as well as those of Title 18 U.S. Code. At least one year of this experience must have been at the next lower grade level or equivalent.

Education

A conferred, four-year degree from an accredited college or university is required.

Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Applicants are subject to the maximum age for original entry into law enforcement positions with this agency -- the date immediately preceding an individual's 37th birthday. The maximum entry age does not apply to those entitled to Veterans' Preference. Also, considered eligible will be: (a)those applicants who have reached the age limit during the selection process before actual entry on duty or (b) those individuals age 37 through 56 who have previous service creditable under the CSRS or FERS law enforcement provisions sufficient to enable them to retire at age 57 with 20 years of creditable service. For those persons currently covered under the CSRS this position meets the provisions of Title 5 U.S.C., Section 8336(c) (law enforcement). For those persons currently covered under FERS this position meets the provisions of Title 5 U.S.C., Section 8412(d)(law enforcement). To be eligible for a 145 (b) waiver you need favorable education verification, and reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance. The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
