SUMMARY CONTINUED:
which provides direction and oversight to eight VHA facilities and 39 community-based outpatient clinics (CBOCs) in the Network. Within the Network, patient care functions are very diverse and include a Polytrauma Level II site, two spinal cord injury centers, a blind rehabilitation center, nursing home care units (6), Domiciliaries (2), research programs, rehabilitation services, and extensive mental health and outreach programs, in addition to inpatient acute care, outpatient and primary care. The Network is a highly complex and matrix environment where the Network leadership and individual facilities share responsibility and accountability for provision of patient care. There are complex systems for internal control and reporting systems with extensive controls related to agency requirements. The primary purpose of the position is the coordination of positive public relations of the VISN 12 Network which is the cornerstone to building an informed and respected rapport with the general public.

Major Duties:

  • Provides analysis to internal and external communication needs and develops informational materials for key stakeholders
  • Edits, writes, produces, and publishes press releases, videos, pamphlets, memorandums, letters, and a wide variety of other written communications and other effective tools for communication to stakeholders and submission to regional and local publications and electronic media
  • Gathers, develops, and checks the accuracy of information by researching and by interviewing with subject-matter specialists, program officials, and policy makers
  • Develops and initiates Network-wide public relations and marketing/communications plans
  • Develops and coordinates internal procedures, processes, and policies related to writing, editing, and publication production
  • Promotes the use of and submits articles to established VA national publications
  • Independently plans, implements, and evaluates information programs, coordinating them with VA Central Office, Veterans Service Organizations, congressional offices, and staff
  • Advises and makes recommendations to the VISN 12 Network Director regarding the handling of concerns that have possible implications on the Network
  • Manages content of VISN 12 public website and advise VISN 12 public affairs staff on social media site content
  • Coordinates, promotes, and executes effective public affairs training for VISN 12 public affairs staff and provide expertise in planning and implementation of communication campaigns
  • Evaluates the effectiveness and efficiency of public information programs for internal communications, media, and community relations
  • Conducts public affairs assessments at medical facilities, and provides feedback to evaluate public affairs performance and maximizes public affairs operation efficiency
  • Provide support to facilities virtual and/or in person
  • Edits, writes, and publishes handbooks, training materials, manuals, regulations, and guidebooks, and provide mentoring/coaching to address identified public affairs training needs
  • Serves as a primary and/or secondary spokesperson, congressional and media liaison, and speechwriter
  • Performs other related duties

Qualifications

In order to qualify for this position at the GS-13 level, you must have: At least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of a Public Affairs Specialist. To be creditable, specialized experience must have been equivalent to at least the GS-12 level of Federal service. Specialized experience is experience where you were responsible for conducting the public affairs program for an organization with responsibility for developing and providing staff direction involving all public information, internal information, and community relations activities; applying advanced communication and analytical practices, methods and techniques to the solution of public affairs issues; planning, developing, and/or producing a variety of materials and publications (including print, visual, Web-based, multimedia, and video materials) to promote understanding of various points of view or ideas; communicating with groups and/or individuals with varying levels of understanding and different interests and perspectives; establishing and maintaining effective working relationships with local media representatives and community groups; and gathering and evaluating information for communication to media.

Additional information

Physical Requirements: Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. There may be occasional brief visits to field sites; however, no special physical demands are involved in performing the work.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Pandemic Telework Program: Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.
