NOTE: This is Air National Guard and or Army National Guard position serving in the AZ ARNG HRO office supporting Air National Guard AGR programs.

This position is located in the Arizona Army National Guard Human Resources Office (HRO) that has responsibility for servicing the Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military AGR compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air or Army National Guard, in a military position assigned to the Joint Force Head Quarters.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver?s license.
  • Newly hired employees and employees of the Arizona National Guard are required to be fully vaccinated by 22 November 2021 or before appointment or onboarding with the agency, if after 22 November, per Executive Order 14043.
  • Must maintain a Secret Security Clearance.

Qualifications

Military Grades: SrA to TSgt, E4-E6 or SPC to SSG, E4-E6

Compatible Military Assignments: Able to qualify for 3F0X1, or 42A

GENERAL EXPERIENCE:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:

GS-07:
Must have at least one year of specialized experiences which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.

GS-09:
Must have 24 months experience which provided working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

1. Knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement.

2. Knowledge of the different organizational structures of the ANG and ARNG within the state.

3. Ability to communicate effectively in writing and verbally with applicants, supervisors and management.

4. Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues.

5. Knowledge of recruitment and placement principles, merit placement/promotion plan, and an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications in relation to duties of specific positions.
