Summary


These positions fall under VA Medical Centers/Clinics throughout VA New England. These are full-time at 40 hours per week. Most shifts are scheduled during the day but some shifts could be evenings, nights, or include weekends/holidays to cover shortages or high patient volume. Shift changes will be considered based on patient and facility needs.

THIS OPEN & CONTINUOUS ANNOUNCEMENT (OCA) ESTABLISHES A STANDING REGISTER OF ELIGIBLE APPLICANTS, which closes on 03/07/2022
With subsequent reviews every other week as additional vacancies occur, or on an as-needed basis, until positions are filled. Please see the "What To Expect Next" area of the announcement which provides additional information on the referral process for this type of announcement.

At the GS-5 level the MSA is at full performance level and it is expected that the incumbent receives guidance from more experienced staff members and requires occasional direct supervision but is independent in the performance of duties assigned. The incumbent will be trained to the functions and procedure unique to this program. The incumbent may be asked to help in sterile processing if requested to provide coverage for vacations, sick leave and special project help if support is required. The MSA performs duties related to the receipt, intake, and indexing of health and administrative information. The incumbent will interface with personal computer (PC) applications as well as numerous Vista applications. The MSA performs as receptionist and under supervision; additional responsibilities include record keeping and all clerical duties directly related to all areas of infection prevention. and coordination of data and information needed in order to complete tasks and assignments to the infection prevention program. The incumbent will be able to assist infection prevention and SPS staff with comprehensive reports which will include creating graphs and spread sheets. The MSA may be required to research topics for the infection prevention staff to use during business. The MSA usually works a regular tour of duty but may be asked to work for another MSA for support. The MSA is responsible for ensuring that data collected is organized and maintained for the program. S/he will scan appropriate material into electronic files as needed. Maintains various unit files, forms and publications. The MSA may be responsible for scheduling appointments and meetings for members of the infection prevention program. The MSA will hold the calendars for the members of Infection Prevention Program and be responsible for coordinating meeting with the various departments. Receives and delivers telephone messages. Notifies staff of appointments, and prepares messages and information needed in which to prepare staff for meetings. Assures that all necessary forms are completed when asked for. Serves as the recorder of minutes for the various meetings that directly belong to infection prevention and may be asked to record for sterile processing services. Assists infection prevention staff with administrative procedures and regulations The MSA is responsible for providing a variety of advisory and technical assistance duties, answering inquiries referring to his/her supervisor when new or unusual questions. The MSA will write draft memos to assist the department with communication needs.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
GS-5 Grade Level Requirement:(a) Experience. One year of experience equivalent to the [GS-4] grade level;

OR,

(b) Education.
Four years of education above high school.

(c) Assignment. This is the full performance level for MSAs. At this level, the MSA independently performs a full range of duties related to the delivery of healthcare services in an inpatient or outpatient setting. Advises clinical staff on current administrative processes. The MSA is responsible for answering phones, greeting patients, relaying messages to appropriate staff inside or outside of the unit, scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments at this level include, but are not limited to: scheduling, canceling, re-scheduling [patient] appointments and/or consults; entering no-show information; monitoring appointment requests from multiple electronic sources; participating in huddles with other MSAs and/or clinic staff to determine the daily needs of the clinic, monitoring both inpatient and outpatient appointments in areas of responsibility; verifying and updating demographics and insurance information when patients check-in for appointments. Coordinates administrative functions relating to emergency and non-emergency transfers to other VA facilities or private hospitals and determines appointment type based on the patient's eligibility status (i.e., TRICARE, sharing agreements, collaterals, research patient, VA employee, etc.).

(d) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
  1. Ability to operate computerized programs and systems in order to enter, modify, and retrieve sensitive medical and patient identifying information (PII) into or from electronic health records, scheduling systems, and/or reports.
  2. Advanced knowledge of medical terminology specific to understand medical diagnosis and procedures sufficient to communicate clinical staff instructions to patients.
  3. Ability to schedule medical appointments in a clinical setting.
  4. Ability to work independently in the accomplishment of a wide variety of duties performing patient support work.
  5. Ability to communicate effectively and professionally in person, electronically, and/or by telephone, with internal and external customers
  6. Skill in customer service with the ability to identify customer concerns, and refer to the appropriate staff, as necessary, to ensure a satisfactory resolution.

The full performance level of this vacancy is GS-5. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-3 to GS-5.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
