Summary

The Deputy Executive Director for Operations, Compensation Service, has responsibility for the full spectrum of personnel management activities. Provides guidance through high-level civilian supervisory personnel (typically at the GS-15 levels) to include professional, technical, and administrative personnel of the Compensation Service Training Staff, Quality Assurance Staff, and Business Requirements Staff, for the Executive Director Compensation Service.

Duties

Help

The Deputy Executive Director for Operations duties and responsibilities include:

  • Oversees national training for all compensation claim processors within VBA. Including new claims processor centralized instructional content as well as web-based pre-training and after-training support.
  • Ensures statutory skills certification requirements for applicable Veteran Service Center employees are met.
  • Oversees the compensation national quality assurance program, which consists of general quality reviews and specialized reviews for the organization.
  • Directs policy and procedures for all Regional Office Quality Review Specialists.
  • Conducts oversight of Regional Offices to ensure they are performing according to current policy and procedures.
  • Oversees business requirements, including the maintenance of all Legacy IT systems, and having an integral role in the development of VA claims processing systems.
  • Develops and implements policies and procedures related to the administration of VA disability compensation claims.
  • Provides executive leadership responsibility for the effective, efficient, and economical operation of benefits programs and services provided by law for Veterans, their dependents, and beneficiaries.
  • Provides managerial oversight and competence in articulating the mission, identifying overlapping or redundant functions, and negotiating roles and responsibilities.
  • Provides leadership and possesses knowledge of issues that affect overall operation.
  • Works to establish central office policies and procedures consistent with national standards.
  • Provides competence in translating program needs into operational accomplishments.
  • Captures changing needs of varying customers via outreach in Veteran communities, conventions, inter/intra agency entities, Congress and other local stakeholders, etc.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated experience in successfully leading and managing a large public or private sector organization that administers complex, rules-based benefits or services for a large group of beneficiaries or customers.

TQ2: Demonstrated experience in developing administrative policy and procedures, and support services that impact program operations, other business lines and agencies facilitating the delivery of non-medical benefits and/or services to a large group of beneficiaries or customers.

Additional information

Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.
