Help

Special Projects
Oversees or completes special projects as assigned, including those designed to promote and develop oversight and compliance of all internal operations. Such projects may involve need for information and/or analysis of emerging concerns related to the general administration and/or management of the OIG.

Emergency Management
Prepares and maintains OIG emergency preparedness planning, continuity, and disaster recovery programs. This requires initiative and resourcefulness to efficiently and effectively plan for the best means to mitigate and/or nullify the effects of likely disasters/emergencies. Of paramount importance is the fact that decisions made in the preparedness planning process have a direct effect on life and property in emergency situations.

Develops an OIG specific Continuity of Operations (COOP) Plan, Occupant Emergency Program (OEP), and Active Shooter training program. Oversees work related developing framework and processes, and conducting, evaluating, testing, training and maintenance of these programs as well as the OIG Emergency Notification System (ENS). Determines the extent-to which OIG's emergency preparedness plans, policies, procedures, teams, training programs, systems, and alternate operating facilities are meeting, exceeding or falling below Federal requirements and stakeholder expectations.

Manages and conducts emergency preparedness activities and develops and executes strategic emergency preparedness plans. Writes new plans and reviews/revises existing plans for accuracy and compliance with local, state and federal laws including Presidential Continuity Directive 40, and Federal Continuity Directives 1 and 2. Collaborates with internal and external stakeholders in formulating emergency response and recovery plans and testing their adequacy and readiness. Oversees building evacuation and accountability of OIG personnel at OIG Headquarters in Washington, D.C.

Enhances the OIG continuity program to ensure that OIG leadership and personnel are able to respond to events impacting OIG mission and operations in a manner that ensures continuity of operations. Coordinates aspects of the OIG COOP Plan ensuring the continual operational readiness of all sites. Briefs senior leadership on readiness and program status. Develops emergency plans for all OIG facilities including plans for the recovery of OIG essential mission activities within the scope of the COOP.

Leads the OIG in readiness exercises conducted by local, State, and/or other Federal agencies. Manages Alert OIG Emergency Notification System for all OIG users. Responsible for training operators on the system, managing data within the system and interfacing with the service provider, IT departments, operators and users. Formats and sends emergency communications. Provides customer training on system operation and troubleshooting.

Researches and analyzes data for trends in preparedness and readiness. Determines courses or action to take to improve program utilization to include OIG communications and awareness campaigns.

Attends COOP Working Group meetings to stay abreast of policy changes to maintain awareness of continuity community issues, and to develop partnerships with stakeholder and federal associates. Performs information sharing with other government agencies who classify or share information on issues that impact HHS programs and operations. Keeps Deputy Director informed of any changes or issues that will affect the OIG and/or HHS.

Participates in department-wide programs for emergency preparedness, natural and man-made disaster response and other emergency program responsibilities, including coordination responsibilities with the Federal Emergency Management Agency and other federal departments and agencies. Prepares reports for the OIG and HHS staff relating to departmental COOP program preparedness and status. Works closely with Department and other Federal Emergency Coordinators to establish and maintain Multi-Year Tests and Training Exercises.

Vaccination Mandate:

  • In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. If selected, you will be required to submit proof of vaccination by November 22, 2021 or before your entrance on duty if you are selected after the compliance date. Your HR Consultant will provide a list of documents acceptable as proof of vaccination and instructions for how to submit a request for a legally required exception, if needed, to comply with vaccination requirement.
Expanded/Maximum telework Posture:
  • Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience planning, coordinating, and directing emergency management operations for an organization;
  • Experience planning and completing special projects aimed at evaluating and approving emergency management operations; and
  • Experience briefing senior level official on issues affecting emergency management programs and operations.
  • Experience reviewing and developing emergency management plans and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Education

Education may not be substituted for specialized experience for this position at the GS-12 grade level.
