  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides advisory, consultative, and technical services to agency program and line managers on a broad range of HR staffing and placement actions that involve complex and controversial issues in examination, selection, and placement.
  • Interprets and ensures compliance with applicable Federal and Agency personnel laws, regulations, and policy.
  • Utilizes automated staffing and placement system to generate vacancy announcements, crediting plans, job analysis, and referral lists.
  • Uses staffing and analytical expertise to assess assigned staffing and placement areas to ensure compliance and implementation of complex processes, policies and systems.
  • Participates as an expert consultant in reviewing, analyzing, and making recommendations on Agency staffing program effectiveness, policies, strategies, and best practices.
  • Contributes staffing expertise for special initiatives, studies and projects.

Qualifications

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level performing the full range of staffing services through an automated hiring system (such as USA Staffing) including generating vacancy announcements, crediting plans, job analysis, qualifications review, and referral lists; providing managers advice on various types of appointment authorities and the job analysis process to develop appropriate rating criteria.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher level graduate education in an appropriate field; or LL.M., if related
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level performing the full range of staffing services through an automated hiring system (such as USA Staffing); conducting job analysis and qualifications review on a variety of complex positions including gathering, documenting and analyzing information; providing advice on various appointment types and on procedural and regulatory requirements for staffing; providing staffing consultative services to management.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
