Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Records and Information Management Specialist, you will:

  • Serve as senior records management analyst responsible for performing day-to-day records management duties in support of the BEP records management program.
  • Be responsible for the review and approval of records disposition actions submitted by the BEP designated Records Liaison Officers (RLO).
  • Perform complex analytical studies that result in improved procedures, methods or policies applicable to the mission.
  • Serve as the Bureau's expert for issues relating to records management information and represent the Bureau on issues related to compliance with records management regulations.
  • Provide information and assistance in the development and ongoing activities of the security efforts toward the protection of records management information; and participate in monitoring security efforts with regard to protection of health information.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Providing authoritative guidance on, and technical oversight over compliance with records and information management laws. AND
  • Leading projects to strengthen compliance with records and information management laws. AND
  • Independently monitoring, tracking and assessing agency compliance with records and information management program(s).
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Leading projects to strengthen compliance with records and information management laws. AND
  • Independently monitoring, tracking and assessing agency compliance with records and information management program(s).
Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
  • Assisting with projects to strengthen compliance with records and information management laws. AND
  • Monitoring, tracking and assessing agency compliance with records and information management program(s).
OR You may substitute education for general or specialized experience as follows:
  • Ph.D. or equivalent doctoral degree, OR
  • 3 full years of progressively higher level graduate education leading to such a degree, OR
  • LL.M., if related, in an accredited college or university.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

  • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
