The Partnership Development Office is seeking a skilled individual to serve as Office Chief providing overall leadership, direction, planning, implementation, and management of the partnerships that KSC develops with commercial and other governmental entities to utilize facilities and personnel to the maximum extent possible.
Current Kennedy Space Center federal employee serving on a career, career-conditional, Schedule A for individuals with disabilities, or NASA term appointment that provides eligibility to convert to a permanent appointment or a current NASA employee on a long-term rotational assignment to the NASA Engineering and Safety Center or the NASA Safety Center.
Defines jobs, selects employees, assigns work; defines technical work requirements and milestones; evaluates the employee accomplishments by accepting or rejecting work products; and presents and defends employees work to senior management.
Participates in a leadership role with the Director and Deputy Director, to manage Center partnership activities to enable partner use of skills, capabilities, facilities, and land resources integral to sustain and grow the multiuser spaceport.
Provides expertise and leadership in policy formulation, strategic planning, assessment of marketing approaches, and development of pricing of center technical capabilities, assets, and infrastructure for potential partners.
Provides leadership in identification of obstacles to successful partnering and risk to NASA associated with proposed partnership activities, and ensures that such risks are adequately documented and mitigated.
Serve as a Center Agreement Manager responsible for collecting information required to establish the expectations of parties during the agreement formation process, and managing the draft, review, and approval process of the agreement.
Provides interface and communications with center stakeholders, the NASA Headquarters Partnerships Office, as well as with Partnerships Offices at other NASA centers, and with the NASA Headquarters Office of Strategic Infrastructure.
Engages potential partners from government and industry. Leads partnership development activities, including development and execution of Commercial Space Launch Act agreements, Space Act agreements, Enhanced Use Leases, and Economy Act agreements.

Qualifications
To qualify you must have one year of directly related specialized experience equivalent to the GS-14 level working with commercial, academic, or government partners and leading the development of agreements to grow and sustain the multi-user spaceport; leading, planning, organizing, and/or directing teams to meet project goals and requirements within a specific timeframe; communicating to commercial, academic, and/or government entities with regards to abilities to enable partner goals via partnerships with NASA; applying knowledge of Agency policies, processes and procedures and the Master Plan to identify and support strategic partnership opportunities in alignment with NASA objectives.
