Summary

This position is located in the Health Information Management Services Branch. Gallup Indian Medical Center consists of a 74 bed general and surgical hospital with a large clinic. The purpose of this position is to assist with the direction, managing, planning, organizing, implementing, coordinating, and controlling the Health Information Management and to provide assistance in medical records requirements.

  • Develop, analyze, and implement procedures for assuring proper work flow both interdepartmental and intradepartmental.
  • Conduct evaluation and review of procedure adequacy and modify to meet the latest technical requirement and techniques.
  • Provide evaluative and statistical data identifying program adequacy to service unit management.
  • Train or teach the staff through education program, policy/procedure, written guidelines and forma/informal discussion on the principles of medical records and its technology.
  • Educate professional/non-professional staff of the hospital in the principles and methods of development and uses of medical records.
  • Conduct or assist in data collection.
  • Serve as advisor to the Medical Records Administrator.
  • Provide direct supervision by approving/disapproving leave, accept, amend and/or reject work plans and assignments.
  • Responsible for timely performance standards and evaluates performance.
  • Taking disciplinary actions, recommending promotions/demotions, resolves complaints, identify and provide training needs.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S):
Education: Successfully completed training in an approved school for medical records technicians equates to 1 year of general experience. No credit may be given for partial completion of such training.
Successful completion of bachelor's degree in medical records administration education program accredited by the American Health Information management Association (AHIMA) and the American Medical Association's Committee on Allied Health Education and Accreditation (CAHEA) meets the requirements for GS-5 positions.
Successful completion of the requirements for a bachelor's degree (in an field) and 1 year in a medical records administration educational program accredited by AHIMA and CAHEA meets the requirements for GS-7.

Specialized Experience - Examples of qualifying specialized experience include:

  • Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies.
  • Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications.
  • Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services.
  • Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data.
  • Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: One year of full-time specialized experience comparable in difficulty and responsibility to the GS-9 grade level that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. The experience is related to work of the position as described in the vacancy announcement. Examples include: providing administrative oversight of operations for a medical records file room to include a wide range of advanced duties; establishing and monitoring complex automated and manual systems necessary for the delivery of an effective Health Information Management File Room department; and applying legal principles, policies, regulations, and standards for the control and use of medical records in providing third party information, admitting, treating, transferring, and discharge patients.

Completed requirements for a PH.D or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or a Master of Laws degree (LL.M.), if related.
OR
A combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level (Must submit copies of transcripts).
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
  • Ability to motivate, train and work effectively with subordinates who have a variety of background and training.
  • Ability to accomplish the quality and quantity of work expected with set limits of cost and time.
  • Ability to plan own work and carry out assignments effectively.
  • Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work.
  • Ability to understand and further manage goals as these affect day-to-day work operations.
  • Ability to develop improvements in or design new work methods and procedures.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Per IHS policy (SGM 21-04) and E.O. 14043, IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
