Duties

Help

The incumbent of this position serves as chief of the Data Programs and Policy Branch, which is responsible for coordinating data management and data governance activities, to include developing data policies, data models, and data standards; supporting JDAO programs with policy-related inquiries regarding data management (e.g., impact on data, access to data); and supporting all data governance and data stewardship frameworks and bodies within the JDAO as well as the broader AO and federal judiciary.

Duties may include, but are not limited to, the following:

  1. Leading and managing day-to-day activities of the Data Programs and Policy Branch including supervising staff and promoting a collaborative team approach to work.
  2. Collaborating with data owners, stewards, and custodians on the execution of the Data Strategy and Governance Plan, including development and implementation of data policies, data models, data standards, data roles and responsibilities, and judiciary-wide data security categorization efforts.
  3. Supporting the work of enterprise-level data governance and stewardship groups, including the AO Data Governance Board, Judiciary Data Working Group, and related sub-groups.
  4. Leading the implementation of the judiciary's data governance tool to enable self-service analytics through access to a data catalog, enterprise business glossary, data lineage, and traceability between business and technical assets, data policies, and rules.
  5. Developing and implementing a communications strategy to increase awareness of data governance, outcomes, and policies, including but not limited to a data literacy campaign, data conferences, and data training.
  6. Defining performance and quality metrics and coordinating efforts to promote awareness of data quality trends.
  7. Providing an in-depth understanding of the statute, policy, and history of judiciary data with particular emphasis on caseload data housed within JDAO.

  8. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience managing staff engaged in data management and data governance policy development, implementation, and compliance, both strategically and tactically.

Experience with data stewardship and supporting data governance bodies is also preferred but not required to qualify for the position.

Education

This position does not require education to qualify, however, a bachelor's degree (BA or BS) from a four-year college or university in a related field is highly desired.
