This position is located in the Small Business Administration, Office of Diversity Inclusion and Civil Rights-EEO in Washington, D.C. This position is involved in providing guidance, designing, developing and implementing SBA strategies for the recruitment, hiring, advancement and retention of a workforce that represents all segments of society.

Duties

Help

  • Initiates and executes complex administrative/management diversity and inclusion projects.
  • Researches complex ongoing and projected diversity and inclusion activities. Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings. Recommends strategies to improve implementation and evaluation of programs. Advises management of unique conditions and issues that affect program activities.
  • Uses advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of diversity programs. Adapts analytical methods and techniques to specific issues and develops new approaches to resolve complex development and implementation problems and issues. Develops, coordinates, and applies performance measures to evaluate programs' productivity.
  • Establishes study methods and techniques to be used in complex studies and audits. Interprets findings from diversity and inclusion-related studies that are developed independently.
  • Designs and conducts comprehensive management studies where the studies' boundaries are extremely broad and difficult to determine in advance. The individual develops the actual limits of the project as the study proceeds.
  • Serves on panels, committees, and working groups responsible for promoting, increasing, and advising on governmentwide diversity and inclusion efforts.
  • Participates in planning sessions. Contributes to management-oriented expertise during discussions of innovative ways to carry out assigned programs, new programs, etc. Provides expert advice on policy and program proposals' administrative and management implications.
  • Establishes and keeps in contact with other Government agencies and private organizations to exchange information on management planning goals and other management planning and control systems/processes related to assigned areas.

Qualifications

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Identifying, establishing, or leading future-focused organization or government-wide initiatives and strategies that promote diversity and inclusion in the workforce; AND using data for root causes and trend analyses, program evaluation, and development of a diversity and inclusion program that align with strategic goals and objectives; AND translating diversity and inclusion trends and best practices into program goals and the workforce culture; AND communicating orally and in writing to brief senior staff on diversity and inclusion program implementation plans, budget requests and proposals, and recommendations for project goals and changes; AND analyzing and evaluating laws, regulations, and policies to determine program impacts; and analyzing business processes to identify program deficiencies.

In order to be considered for this position, you must complete all required steps in the process.
