Eligible degree programs for Summer 2022 (must be accepted into program at time of application): Bachelor of Nursing, Optometry, Physician Assistant, Pharmacy (PharmD), Nurse Practitioner, Nurse Anesthetist (doctoral level), Nurse Midwife, Allopathic Medicine, Osteopathic Medicine, Dentistry (DMD), Chemical Dependency, Clinical Psychology, Counseling Psychology, Clinical Social Work (MSW), Physical Therapy (DPT), Podiatry, and Pre-Medicine (senior level).

Duties include:

  • Gain working knowledge and experience in your chosen health profession or field with Indian Health Service during non-academic periods for up to 120 workdays per calendar year.
  • Assist preceptor in daily duties in their academic field.
  • Assist and prepare reports on assigned projects.
  • Assist on day to day administrative operations by performing tasks related to their department functions.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

COVID-19 vaccination is required for all selectees prior to entrance on duty.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

On-call hours or standby duty may be required.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. Qualifications

To qualify for this position:

  • Must be in good academic standing with a 2.0 GPA or above.
  • Must be enrolled in an academic health, allied health professional program, OR career track listed in the Indian Health Scholarship Program Comparison Chart.
GS-03: One (1) year of education above high school level (30 semester hours/45 quarter hours)
GS-04: Completed 60 semester hours/90 quarter hours
GS-05: Completed Bachelor degree (120 semester hours/180 quarter hours)
GS-07: Completed first year of graduate school (18 semester hours of graduate education, 27 quarter hours of graduate selection), OR a Bachelor degree and meet Superior Academic Achievement qualifications due to meeting one of the following: (1) A standing in the upper third of your college class or major subdivision (e.g. school of engineering); (2) A grade point average of 3.0 on a 4.0 scale as recorded on your official transcripts; (3) A grade point average of 3.5 on a 4.0 scale based on required courses completed in a qualifying major field of study; (4) Membership in a national honorary scholastic society that meets the requirements of the Association of College Honor Society.
GS-09: Completed Masters' or equivalent graduate degree; or two (2) full years of progressively higher graduate education leading to such a degree; or LL.B. or J.D. if related to a health or allied health profession program.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

  • Those who have or will graduate from their program of study before or during the externship period are not eligible for the Extern Program.
  • You may be asked to provide an updated transcript history if it becomes apparent that you have completed additional coursework after submitting your application.
  • You will be rated based on the number of credit hours completed to determine grade level you are applying to. Adjustments may be made at time of appointment.
This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.

Additional information

Per IHS policy (SGM 21-04) and E.O. 14043, IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask is required. Regular testing for COVID-19 will be required for staff located in federally operated hospitals, health centers, and clinics. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions for submitting a request for a legally required exception, if needed.

Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Relocation incentives may be authorized. Eligible Externs may be able to receive travel reimbursements for one round trip to site. Reimbursement of movement of family members, pets, or household goods are NOT authorized. Federal travel regulations will be adhered to when authorizing travel.

Student Externs may or may not be able to accrue leave depending on length of appointment. Life Insurance and Retirement benefits are not available in the Externship Program.

Health benefits are available for full-time Student Externs with not-to-exceed dates of 90 days or more.

This position has promotion potential to the GS-09 grade level.
