Duties

Help

The AIG-ITD serves as the Chief Information Officer and manages the Information Technology Division (ITD). The AIG-ITD is responsible for the day-to-day operations which include the strategic planning, policy formulation, direction and coordination of mission activities, directing of technology and business process integration in the development programs and a comprehensive integrated approach to the implementation of hardware, software, security, and related policies and processes to support information technology across the OIG. In this capacity, the AIG-ITD provides:

  • Executive leadership, direction, and management of the ITD and a diverse staff of IT and Cybersecurity Specialists directing a nationwide program encompassing operations in Headquarters and the field throughout the United States.
  • Strategic planning and management of the OIG-wide IT program developing and deploying cutting-edge government-wide, department-wide and OIG-specific information technology programs with competing requirements, timeframes and outcomes.
  • Development, coordination, programming, budget and implementation of the IT investment program, capability, and IT portfolio management. Provides policy, leadership, and direction to the ITD organization, ensuring that all missions and functions are integrated, prioritized and executed within the framework of the OIG and the ITD strategic plan, priorities and allocated resources, and that ITD performance is evaluated and results in performance improvement
  • Development of functional and technical information management guidance and systems oversight objectives to identify user requirements, identify and evaluate advanced and emerging technology developments, and develop program costs, and monitor acquisition and management.
  • Oversight of the establishment of policy and providing guidance, and direction for the management of the ITD functional areas, ensuring the implementation of an integrated enterprise through synchronization of resources and coordination with other domains to deliver a fully integrated capability that supports customers.
  • Data integrity and data security controls implementation throughout the OIG; provides expertise on integrating a variety of information technology specialists and programs within the divisions and the other offices within the ITD and with other efforts department and government-wide.
The AIG should possess superior interpersonal and communication skills to ensure effective leadership of the division's staff and productivity of the division.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in their resumes and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed in this vacancy. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

The recruitment process for this position is the TRADITIONAL METHOD, which means you will need to provide a narrative statement reflecting possession of the Executive Core Qualifications (ECQs), limited to two pages per ECQ.

Applicants must submit written narratives to each MTQ and ECQ, and should limit narrative statements to one page per MTQ and two pages per ECQ. Applicants who upload the same narratives for each MTQ or ECQ, use "see resume" as a response, or whose narratives extend beyond the required paged limits, jeopardize their chances for further consideration. Failure to meet or fully address each MTQ will eliminate a candidate from further consideration.

Mandatory Technical Qualification(s)

  1. Demonstrated experience and expert knowledge in managing a diverse, and multi-functional technical organization which includes both government employees and a contractor workforce, and in leading complex IT transformations.
  2. Demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, and customer care.
  3. Demonstrated experience and expert knowledge of cybersecurity operations, to include comprehensive risk management and compliance programs.

Executive Core Qualifications - Mandatory

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment (Defense Intelligence SES [DISES] and Defense Intelligence Senior Level [DISL] employees, and Intelligence Community SES are typically not certified by the Office of Personnel Management [OPM] Qualifications Review Board and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification),
  • You are eligible for career reinstatement into the SES, or

Additional information

Veteran's Preference does not apply to the SES. SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.

Government-issued charge card for business-related travel must be obtained and maintained.

Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. Applicants will be evaluated on the quality and extent of total accomplishments, experience, and demonstrated executive-level qualifications. An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
