Duties

Help

As an IT Specialist (APPSW), you will:

Translate functional requirements into technical specifications; translate technical specifications into programming specifications; develop, customize, and/or acquire applications and software programs; and test, debug, and maintain software programs.

Formulate sound recommendations to ensure that DMS systems and programs adopt solutions that are consistent with Fiscal Service and DMS business objectives and help advance our data and applications architecture standards and principles.

Interpret applicable policy, develop procedures and strategies for conducting the work, and provide expert technical advice, guidance, and recommendations to senior level management that impacts DMS policies and programs.

Diagnose and resolve highly complex application problems and issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing software development work that involves the design, implementation, documentation, development, testing, and operational support of new implementations, or support for existing enterprise commercial off the shelf (COTS) content management (ECM) systems across a business unit.

Examples of such experience could include:

- Experience using cloud native technologies (e.g. Amazon Web Service and Azure), software development languages and concepts, JavaScript, Angular, Bootstrap, HTML5) for the design, implementation, documentation, development, testing, and operational support of new implementations, or support for existing enterprise content management systems in a business environment; OR
- Experience developing, testing, and implementing ECM workflows in a large-scale Enterprise Content Management system deployment using code versioning tools (e.g. SQL/rDBMS); OR
- Experience responding to both routine and multifaceted IT incidents, troubleshooting, and assisting in system outage recovery; OR
- Experience collaborating with program areas to collect user stories, develop products, and implement document management workflows and repositories.

AND

In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.

- Attention to Detail, such as translating functional requirements into technical specifications.
- Customer Service, such as reporting on project status and risks, including communication to business owners, senior management, project management and other stakeholders.
- Oral Communication, such as collaborating with clients and customers to identify appropriate new products and services; define scope requirements and deliverables for new and ongoing projects.
- Problem Solving, such as developing innovative solutions to solve issues and problems associated with the programs used by the business unit.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-13 you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.

The Fiscal Service human resources office will provide information on how to request a legally required exception from this requirement, if applicable. You will be required to provide a copy of written documentation/proof of vaccination such as a CDC COVID-19 Vaccination Record Card prior to receiving a final job offer. If you did not receive a CDC COVID-19 Vaccination Record Card or no longer have it in your possession, contact the provider from which you received your vaccine or your state health department immunization information system. If you fail to provide satisfactory proof of vaccination or to establish entitlement to an exception, you will not be eligible for employment with the agency.
