This position is located in the National Science Foundation (NSF), Office of the Inspector General (OIG), Office of Investigations (OI) Legal Division. The primary purpose is expertise in legal matters, conduct criminal, civil and administrative investigations, and to analyze and evaluate the legal basis and ramifications of OIG investigative activities and NSF programs.

Manages the substantial legal workload that supports Investigations and other critical Office of Investigations (OIG) activities. Resolves difficult legal and factual issues in other areas without preliminary instruction. Participates in policy-making determinations that affect the Office of Investigations (OI). Interacts with agency officials, officials and attorneys and investigators at other agencies, Department of Justice (DOJ) attorneys, legislative aides, and members of the public as needed. Provides legal advice on issues relating to investigations and other critical OI activities, which require the incumbent to address the intricacies of criminal, civil and administrative laws, practices, and procedures.
Conducts original legal research involving difficult problems of law by examining Federal and state statutes, Executive Orders, court decisions, legislative hearings and committee reports and by analyzing factual, technical, and legal issues in support of OI activities and investigations.
Examines and evaluates proposed legislation to determine impact on OI operations and authority. Prepares or reviews proposed regulations and regulatory guidance and amendments to existing regulations and regulatory guidance. Prepares or reviews congressional testimony and other responses to congressional requests for information insofar as they impact OI operations and authority.
Actively participates or assists other government attorneys and/or investigators in actual prosecutions, litigation, and administrative enforcement actions involving OI cases. Cases are unusually delicate, concern waste, fraud, abuse and research misconduct in NSF programs and operations.
Advises OI on matters relating to the issuance and enforcement of OIG subpoenas, including review for appropriateness and legal sufficiency, representation of OI in dealings with counsel of subpoenaed parties, and preparing pleadings and supporting documents for subpoena enforcement proceedings.
Provides legal support to the OI in the implementation of the Freedom of Information Act (FOIA), the Privacy Act (PA), and other statutes, implementing regulations, and executive orders.

All candidates must meet the following basic requirements:
* Have graduated from an accredited law school with an LL.B., J.D. or equivalent;
* Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia; and

Broad Knowledge of criminal, civil, or administrative law, and investigations. 2. Demonstrated experience analyzing complex legal issues and providing independent legal advice orally and in writing to senior managers. 3. Demonstrated ability to conduct or oversee investigations and litigation which involve coordinating with other internal and external offices, and result in referrals to other entities outside of the office or agency.
To qualify for the GS-14 - Candidates at the GS-14 level must have one year of specialized legal experience equivalent to the GS-13 level in the federal service that provided the applicant with the following knowledge, skills, and abilities. 1. Broad Knowledge of criminal, civil, or administrative law, and matters relevant to an Inspector General's mission. 2. Demonstrated experience analyzing complex legal issues and providing independent legal advice orally and in writing to senior managers. 3. Demonstrated ability to conduct and oversee investigations and litigation, which involve coordinating with other internal and external offices, and result in referrals to other entities outside of the office or agency.
The experience may be gained in either the public or private sector. Years of experience refers to full-time work; part-time work is considered on a prorated basis (Your resume must show your work schedule and hours worked per week as well as dates of employment).
