Summary

The Vocational Rehabilitation Counselors (VRCs) are located in the Veterans Benefits Administration (VBA) Regional Office (RO), Out-based office location, Vet Success On Campus school site, or Integrated Disability Evaluation System military installation. VRCs in the VBA provide and coordinate a wide range of rehabilitation counseling and case management services to disabled Veterans and other eligible individuals.

MAJOR DUTIES:

  • Provides vocational counseling and case management services to qualifying Veterans, Service Members, and their dependents under programs administered under VR and E.
  • Performs evaluations, assessments, and analyses of Veteran's data for use in the development of vocational rehabilitation plans.
  • Determines the existence of vocational impairments and whether they constitute an employment handicap.
  • Develops and prepares various Vocational Rehabilitation Plans.
  • Prepares written correspondence such as email, forms, narratives and CWINRS Notes for VR and E Veterans as required by M28C.
  • Demonstrates organizational skills and time management by planning, evaluating and managing workload.
  • Synthesizes tests and medical information to determine capabilities used to assist Veterans in identifying a suitable job or developing an independent living goal.
  • Coordinates referrals to other agencies and facility training programs.
  • Provides comprehensive employment and post-employment services to VR and E participants.
  • Participates in outreach activities.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants must also meet time-in-grade requirements as stated below. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility.See the required documents section for more information.

For a GS-09 position you must have served 52 weeks at the GS--07.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.

The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify.
BASIC EDUCATIONAL REQUIREMENT: Satisfactory completion in an accredited college or university of all the requirements for a master's degree in rehabilitation counseling, including an internship; or a master's degree in counseling psychology or a related field, including at least 30 semester hours of course work in such areas as foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship.


For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.
The primary degree required under this single-agency standard is Rehabilitation Counseling. For related degree programs other than Rehabilitation Counseling the focus of the master's degree program must have been on rehabilitation counseling as evidenced by the coursework required for the degree.

GS-09: Must meet the basic educational requirements listed above.

GS-11: Must meet the Basic Educational requirements AND Specialized Experience. In addition to meeting, the Basic education requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS-09 level is required; OR in addition to meeting the basic educational requirements, successful completion of 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree in rehabilitation counseling or counseling psychology.

GS-12: Basic educational requirement AND Specialized Experience: In addition to meeting, the Basic educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS-11 level is required.

Specialized Experience may have been gained while working with vocational rehabilitation service programs at the Federal, State, Local or private sector levels which required performing initial evaluations; entitlement determination; rehabilitation planning; problem solving; case management, including coordination of all rehabilitation services; case documentation; employment service; administration and interpretation of vocational testing; instructing and interaction with a variety of adults clients, professionals and potential employers; Interpreting and applying Federal and State vocational rehabilitation laws and regulations in the provision of services to disabled adult clients; Providing individual counseling to emotionally and physically disabled adults; and coordinating the service necessary to prepare mentally and physically disabled adults for suitable employment.

NOTE: SUBSTITUTION OF WORK EXPERIENCE ONLY APPLIES TO THE INTERNSHIP REQUIREMENT. IT DOES NOT REPLACE OR SUBSTITUTE THE BASIC EDUCATION REQUIREMENT OF A MASTER'S DEGREE.

[NOTE: If one year of work experience is credited for determining minimum qualifications, that year can also be used for determining grade level. For example, for candidates with two years of qualifying work experience, but no internship/practicum, the first year of experience is used to meet the basic requirement and the second year of experience to qualify for GS-11.]

Supervised Internship - you must describe the duties and responsibilities performed during your supervised internship. Include the dates of the internship(s), where the internship(s) was performed, number of hours completed, and the name/title/phone number of the individual that supervised your internship.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

Education

Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for federal employment. If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.

FOREIGN EDUCATION: To receive credit for education completed outside the United States, you must submit original official college transcripts from an accredited educational institution that specializes in the interpretation of foreign educational credentials and that education has been deemed at least equivalent to that gained in conventional U.S. education programs.

COVID-19 Vaccination Requirement
As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law {by November 22, 2021}. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date. Per the Center for Disease Control and Prevention (CDC), you are fully vaccinated for COVID-19, 2 weeks after receiving the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization. For Pfizer-BioNTech, Moderna, or AstraZeneca/Oxford, full vaccination is 2 weeks after receiving the second dose in a 2-dose series. For Johnson and Johnson (J&J)/Janssen, full vaccination is 2 weeks after an employee has received a single dose.

to VA HR staff when reporting for New Employee Orientation. HR staff will upload vaccination information in the VA Light Electronic Action Framework (LEAF) system. If you are unable to obtain the COVID-19 vaccination due to a legally covered exception (i.e., medical or religious reasons), VA will provide additional information regarding what information or documentation is needed and how you can request an exception. If you request a legally required exception, you must first complete the VA FORM 10230, COVID-19 Vaccination Form, and return the form to the servicing HR Office staff within 2 business days. The HR Office staff will submit the form to your new supervisor of record for adjudication of the exception request. You may receive a final offer or be appointed while your request for medical or religious exception is being adjudicated.
