Duties

Help
  • Deputy, Deputy for Acquisition and Systems Management (DDASM) advises and assists the DASM in the execution of the DASMs responsibilities and has the authority and duties as delegated or prescribed by the DASM.
  • DDASM provides critical program information, analysis, and recommendations to Congress, the Department of Defense, the Army Acquisition Executive, Joint Staff, Program Executive Officers, and international program stakeholders.
  • Assists the in oversight of acquisition program reviews, test and evaluation functions, plans and operations, integration, performance analysis, transparency reporting, reset planning, investment review boards, and Army strategic planning forums.
  • Ensures a cooperative team environment and resolves diverse viewpoints.
  • Plans, directs, supervises, reviews and evaluates the work of personnel.
  • Performs the full range of administrative and technical supervisory duties.

  • Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI). Incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • Note: A Single Scope Back ground Investigation (SSBI) is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires Level III certification in Acquisition Career Field Program Management or the incumbent must be able to obtain certification within 24 months of appointment.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. **Note: Waiver is position specific and must be approved prior to being appointed to the position.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • One Year Supervisory Probationary Period is required if not previously met.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Review ongoing processes and programs for compliance with existing laws, rules and regulations; 2) Evaluate alternative courses of action to solve problems; 3) Gain cooperation to obtain information, find solutions, and accomplish goals; and 4) Lead multifunctional teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-04 of broad banding encompass the traditional GS-14 Step 1 through GS-15 Step 10 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
